article IV of the Convention governs the formal conditions which an applicant must meet in order to obtain recognition and enforcement of an award in accordance with article III. Its purpose is to ensure that the enforcing court has before it the necessary evidence that the applicant's request for recognition and enforcement " represents the true state of affairs " .
