UNIDO's financial situation as at 30 September 2013 can be summarized in the following major points:

IOS is established under the provisions of UNIDO's financial Regulation 9.1 and Financial Rule 109.1.15.

1. UNIDO's financial situation as at 31 March 2014 can be summarized in the following major points:

With regard to financial issues, a consolidated, up-to-date version of the UNIDO Financial regulations had been made available.
11- وفيما يتعلق بالمسائل المالية، أشار إلى صدور صيغة موحَّدة ومحدَّثة للنظام المالي لليونيدو.

4. The Government undertakes to discharge its payment obligations in accordance with the following schedule of payments, and also undertakes to pay its future assessed contributions in full and on time in accordance with the UNIDO Financial regulations:
4- تتعهد الحكومة بالوفاء بالتزاماتها الخاصة بالسداد وفقا للجدول الزمني التالي الخاص بالمدفوعات، كما تتعهد بسداد اشتراكاتها المقررة المقبلة كاملة وفي مواعيدها المحددة وفقا للنظام المالي لليونيدو:

Document GC.9/10 also provided information as to some savings, which may result from the cancellation of obligations in accordance with UNIDO's financial regulations.
كذلك قدمت الوثيقة GC.9/10 معلومات بشأن بعض الوفورات، التي قد تنتج من الغاء الارتباطات وفقا للنظام المالي لليونيدو.

No invoice was issued to UNIDO for these costs, in compliance with UNIDO's financial regulation 4.2(b).

7. The Director-General notes with satisfaction the Auditor's comments that UNIDO's financial situation as well as the Special Account for Programme Support have stabilized in recent bienniums.

The proposed changes are both minimal and preliminary and will be followed by additional changes once further impact of IPSAS implementation on UNIDO's financial regulations have been identified.
3- إن التغييرات المقترحة هي طفيفة وأولية وستليها تغييرات إضافية عندما تُحدّد تأثيرات أخرى لتنفيذ المعايير المحاسبية الدولية للقطاع العام على النظام المالي لليونيدو.

Improving UNIDO's financial structure was one of the major tasks that the Secretariat should address in the long term. The participation of major donor countries needed to be increased.
98- واستطرد يقول إن تحسين الهيكل المالي لليونيدو من المهام الرئيسية التي ينبغي للأمانة أن تعالجها في الأمد الطويل، كما ينبغي زيادة مشاركة البلدان المانحة الرئيسية.

In my opinion, the financial statements present fairly, in all material respects, the financial position of UNIDO as of 31 December 2009 and its financial performance, cash flows and status of appropriations for the biennium then ended in accordance with UNIDO's financial Regulations and Legislative Authority.
وتقدّم هذه البيانات المالية في رأيي صورة معقولة من جميع النواحي الهامة عن الوضع المالي لمنظمة الأمم المتحدة للتنمية الصناعية في 31 كانون الأول/ديسمبر 2009 وعن أدائها المالي والتدفقات النقدية وحالة الاعتمادات لفترة السنتين المنتهية في ذلك التاريخ، وفقا للنظام المالي لليونيدو وسلطتها التشريعية.

Mr. NEZAM (Afghanistan) commended Mr. Magariños for his excellent work, his devotion and his sustained efforts to improve UNIDO's financial situation and its image and to promote the industrialization of developing countries, particularly countries emerging from crisis situations.

3. My report also includes specific observations and recommendations directed at improving UNIDO's financial management and control, in accordance with the Additional Terms of Reference governing External Audit annexed to the Financial Regulations and Rules.
3- ويتضمن تقريري أيضا ملاحظات وتوصيات محددة موجهة نحو تحسين إدارة الشؤون المالية ومراقبتها في اليونيدو، وفقا للشروط الإضافية التي تحكم المراجعة الخارجية للحسابات، الواردة في مرفق النظام المالي لليونيدو وقواعدها المالية.

Considering this initiative for the United Nations system, an initial interim review of UNIDO's financial regulations has taken place and only those regulations that would require to be amended for IPSAS compliance have been identified at this stage (document IDB.36/11 and decision IDB.36/Dec.9 refer).
وبما أن المبادرة استُهلت لمنظومة الأمم المتحدة، فقد أُجري استعراض أولي مؤقت للنظام المالي لليونيدو ولم تُحدَّد في هذه المرحلة سوى النظم التي تحتاج إلى تعديل لكي تمتثل للمعايير المحاسبية (انظر الوثيقة IDB.36/11 ومقرر المجلس م ت ص-36/م-9).

Informs the Committee of proposed initial amendments to UNIDO's financial regulations in light of the adoption of the International Public Sector Accounting Standards (IPSAS) by 2010 as approved by the General Conference at its twelfth session (decision GC.12/Dec.14).
تبلّغ هذه المذكّرةُ اللجنةَ بالتعديلات الأولية المقترحة على النظام المالي لليونيدو في ضوء إقرار المعايير المحاسبية الدولية للقطاع العام بحلول عام 2010 كما اعتمدها المؤتمر العام في دورته الثانية عشرة (المقرّر م ع-12/م-14).

1.2 The UNIDO's financial Regulation 11.10 provides that " The report on the interim accounts shall be completed not later than by 1 June, following the calendar year to which it relates and shall be submitted to the Programme and Budget Committee. "
1-2 تنص المادة 11-10 من النظام المالي لليونيدو على أنه " يتعين إنجاز التقرير المتعلق بالحسابات المرحلية في موعد أقصاه يوم 1 حزيران/يونيه الذي يلي السنة التقويمية التي يخصها، وتقديمه إلى لجنة البرنامج والميزانية " .

2. The main objectives of the audit were to enable me to form an opinion as to whether the expenditure recorded in 2008-2009 had been incurred for the purposes approved by the General Conference (GC); whether income and expenditure were properly classified and recorded in accordance with UNIDO's financial Regulations and Rules; and whether the Financial Statements presented fairly the financial position as at 31 December 2009.
2- تمثلت الأهداف الرئيسية لمراجعة الحسابات في تمكيني من تكوين رأي حول ما إن كانت النفقات المسجلة في الفترة 2008-2009 قد تُكُبِّدت للأغراض التي وافق عليها المؤتمر العام؛ وما إن كانت الإيرادات والنفقات قد صُنِّفت وسُجِّلت كما ينبغي وفقا للنظام المالي لليونيدو وقواعدها المالية؛ وما إن كانت البيانات المالية تعرض بطريقة معقولة الحالة المالية حتى 31 كانون الأول/ديسمبر 2009.

1. The Financial Statements of the United Nations Industrial Development Organization (hereinafter UNIDO) for the period ended 31 December 2009 were examined in accordance with Article XI of UNIDO's financial Regulations and Rules and the Additional Terms of Reference Governing External Audit (Annexed to UNIDO's financial Regulations and Rules).
1- تم فحص البيانات المالية لمنظمة الأمم المتحدة للتنمية الصناعية (المسماة فيما يلي اليونيدو) للفترة المنتهية في 31 كانون الأول/ديسمبر 2009 وفقا للمادة الحادية عشرة من النظام المالي والقواعد المالية لليونيدو والشروط الإضافية التي تحكم المراجعة الخارجية للحسابات (الواردة في مرفق النظام المالي لليونيدو وقواعدها المالية).

Following the interim amendments of the UNIDO Financial regulations as approved by the thirteenth session of the General Conference in decision GC.13/Dec.12, a comprehensive review of the Financial Regulations of UNIDO was undertaken taking fully into account the requirements of IPSAS Standards and principles.
إثر إدخال التعديلات المؤقّتة على النظام المالي لليونيدو وفق ما أقرّه المؤتمر العام في دورته الثالثة عشرة في المقرَّر م ع-13/م-12، أُجري استعراض شامل للنظام المالي لليونيدو مع المراعاة التامة لمقتضيات المقاييس والمبادئ الخاصة بالمعايير المحاسبية الدولية للقطاع العام.

2. The Financial Statements of UNIDO for the period ended 31 December 2010 prepared according to the International Public Sector Accounting Standards were examined in terms of Article XI of UNIDO Financial Regulations and Rules and the Additional Terms of Reference Governing the Audit (Annexed to UNIDO Financial Regulations and Rules).
2- البيانات المالية الصادرة عن الفترة المنتهية في 31 كانون الأول/ديسمبر 2010، المعدَّة وفقاً للمعايير المحاسبية الدولية للقطاع العام تمّ فحصها بحسب المادة الحادية عشرة من النظام المالي والقواعد المالية لليونيدو والاختصاصات الإضافية التي تنظّم مراجعة الحسابات (المرفقة بالنظام المالي لليونيدو وقواعدها المالية).
