The Government of the Sudan and the representatives of the African Union, Arab League and the United Nations have agreed on the following nine principles to operationalize the process, namely:

Those organizations have played a key role in agreeing on the nine principles, which are listed in annex III, and working with the other partners to develop an implementation framework, including at the country level.
