In this respect, the Security Council recalls that cooperation between the United Nations and the regional arrangements in matters relating to the maintenance of peace and security, as are appropriate for regional action, is an integral part of collective security as provided for in the Charter of the United Nations.

In that resolution, the General Assembly also decided that expenditures arising from the impact of extraordinary expenses, including those relating to the maintenance of peace and security, would be treated outside the contingency fund, so that implementation of political activities mandated by the Assembly and the Security Council were not hampered by the constraints of existing resources.
كما قررت الجمعية العامة في ذلك القرار أن النفقات الناجمة عن أثر المصروفات الاستثنائية، بما فيها المصروفات المتصلة بصون السلم واﻷمن، تعامل خارج صندوق الطوارئ، بحيث لا تجري إعاقة تنفيذ اﻷنشطة السياسية التي أذنت بها الجمعية العامة ومجلس اﻷمن بسبب عوائق الموارد المتاحة.

In that connection, the Advisory Committee recalled that paragraph 11 of annex I to General Assembly resolution 41/213 stated that the revised estimates arising from the impact of extraordinary expenses, including those relating to the maintenance of peace and security, should not be covered by the contingency fund.
وبهذا الصدد، أشارت اللجنة الاستشارية الى أن الفقرة ١١ من المرفق اﻷول لقرار الجمعية العامة ٤١/٢١٣ ذكرت أن التقديرات المنقحة الناشئة عن أثر النفقات الاستثنائية، بما فيها تلك المتصلة بصون السلم واﻷمن، ينبغي ألا تغطى من صندوق الطوارئ.

The General Assembly had further provided in its resolution 41/213 that revised estimates arising from the impact of extraordinary expenses, including those relating to the maintenance of peace and security, as well as fluctuations in rates of exchange and inflation, should not be covered by the fund.
والجمعية العامة قد ذكرت أيضا في قرارها ٤١/٢١٣ أن التقديرات المنقحة الناجمة عن أثر المصروفات الاستثنائية، بما فيها المصروفات المتصلة بصون السلم واﻷمن، فضلا عن التقلبات في أسعار الصرف والتضخم، لا تغطى من رصيد المصاريف الطارئة.

This is fully consistent with the provisions of the United Nations Charter, pursuant to which dealing with matters relating to the maintenance of peace on the basis of arrangements among interested States is not only permitted, but welcome (Article 52 of the Charter).

In addition, the apparent adequacy of the level of the contingency fund has been crucially dependent on the exception to the procedures of the contingency fund, made in paragraph 11 of annex I to General Assembly resolution 41/213, for " extraordinary expenses, including those relating to the maintenance of peace and security " .
١٢ - ويضاف إلى ما تقدم أن الكفاية الظاهرة لحجم صندوق الطوارئ اعتمدت بصورة حاسمة حتى اﻵن على ما تنص عليه الفقرة ١١ من المرفق اﻷول لقرار الجمعية العامة ٤١/٢١٣ من استبعاد " ... المصروفات الاستثنائية، بما فيها المصروفات المتصلة بصون السلم واﻷمن... " من إجراءات صندوق الطوارئ.

In this connection, some delegations pointed out that a report on issues related to the question of all additional expenditures referred to in paragraphs 10 and 11 of annex I to Assembly resolution 41/213 of 19 December 1986, including those relating to the maintenance of peace and security, inflation and currency fluctuation, as requested by the Assembly in its resolution 51/220, would still have to be prepared.
وفي هذا الصدد، أشارت بعض الوفود إلى أنه لا يزال يتعين إعداد تقرير عن القضايا المتصلة بمسألة جميع النفقات اﻹضافية المشار إليها في الفقرتين ١٠ و ١١ من المرفق اﻷول من قرار الجمعية ٤١/٢١٣ المؤرخ ١٩ كانون اﻷول/ ديسمبر ١٩٨٦، بما في ذلك النفقات المتصلة بصون السلم واﻷمن، وبالتضخم وتقلب أسعار العملات، على نحو ما طلبت الجمعية العامة في قرارها ٥١/٢٢٠.
