Consequently, the draft articles on international liability for injurious consequences arising out of acts not prohibited by international law should be limited to particularly hazardous activities.

22. Regarding the definition of international organizations, the rules on international responsibility had to be applicable to international organizations that were independent subjects of international law.

Its working group on the application of the five United Nations treaties on outer space had developed a document on the Convention on international liability for Damage Caused by Space Objects.

He referred in that regard to the concept of State crime in article 19 of Part One of the draft articles on State responsibility as well as to the draft articles on international liability for injurious consequences arising out of acts not prohibited by international law.
وأشار في هذا الصدد إلى مفهوم جناية الدولة الوارد في المادة ١٩ من الباب اﻷول من مشاريع المواد المتعلقة بمسؤولية الدول، وكذلك مشاريع المواد المتعلقة بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي.

It was important that the work on international liability for injurious consequences arising out of acts not prohibited by international law should first be brought to a conclusion, since that work was bound up with the question of environmental protection.
واختتم كلمته بقوله إن من اﻷهمية أن يتم التوصل أولا الى الانتهاء من اﻷعمال المتعلقة بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي، حيث إن تلك اﻷعمال مرتبطة بمسألة حماية البيئة.

Reference might be made in that regard to the concept of State crime in article 19 of Part One of the draft articles on State responsibility as well as the draft articles on international liability for injurious consequences arising out of acts not prohibited by international law.
ويمكن اﻹشارة في هذا الصدد إلى مفهوم جناية الدول الوارد في المادة ١٩ من الجزء اﻷول من مشاريع المواد المتعلقة بمسؤولية الدول، فضلا عن مشاريع المواد المتعلقة بالمسؤولية الدولية عن النتائج الضارة الناجمة عن أفعال لا يحظرها القانون الدولي.

13. It was suggested that a provision could be drafted defining the relationship between the new set of draft articles and those on the international responsibility of States.
13 - واقترح صياغة نص يحدد العلاقة بين المجموعة الجديدة من مشاريع المواد وبين المواد المتعلقة بالمسؤولية الدولية للدول.

It was important to note that there was little practice relating to the international responsibility of international organizations in that regard.

35. The view was expressed that the rules on international responsibility had to be applicable to international organizations that were independent subjects of international law.
