General Assembly resolution 40/34 entitled " Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power " , embraced certain guiding principles in that area.
وقرار الجمعية العامة ٤٠/٣٤ المعنون " اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة " يتضمن بعض المبادئ اﻷساسية التوجيهية في هذا الميدان.

Recalling General Assembly resolution 40/34 of 29 November 1985, by which the Assembly adopted the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power,
إذ يستذكر قرار الجمعية العامة 40/34 المؤرخ 29 تشرين الثاني/نوفمبر 1985 الذي اعتمدت الجمعية بموجبه إعلان مبادئ العدل الأساسية المتعلقة بضحايا الاجرام والتعسّف في استعمال السلطة،

Bearing in mind General Assembly resolution 40/34 of 29 November 1985, in which the Assembly adopted the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power,
إذ يضع في اعتباره قرار الجمعية العامة ٠٤/٤٣ المؤرخ ٩٢ تشرين الثاني/نوفمبر ٥٨٩١، الذي اعتمدت فيه الجمعية اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة،

Considering that the adoption of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power is an important landmark in international efforts to improve the treatment of victims,
وإذ يعتبر اعتماد اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة نقطة تحول هامة في الجهود الدولية الرامية إلى تحسين معاملة الضحايا،

Recognizing the importance of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, which was adopted by the General Assembly in its resolution 40/34 of 29 November 1985 and annexed thereto, and is considered a landmark in the treatment of victims,
إذ يقر بأهمية اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة، الذي اعتمدته الجمعية العامة في قرارها ٠٤/٤٣ المؤرخ ٩٢ تشرين الثاني/نوفمبر ٥٨٩١ وأدرج كمرفق له، والذي يعتبر نقطة تحول هامة في معاملة الضحايا،

وإذ يذكر أيضا بالفقرة ٢٣، الجزء رابعا، من قراره ٥٩٩١/٧٢ المؤرخ ٤٢ تموز/يوليه ٥٩٩١، الذي طلب فيه إلى اﻷمين العام أن يلتمس آراء الدول اﻷعضاء والمنظمات المختصة بشأن استصواب اعداد دليل ارشادي لاستخدام وتطبيق اعلان مبادىء العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة،

The terms used in the Basic Principles of Justice for Victims of Crime and Abuse of Power (see resolution 40/34, annex)—victim “restitution”, “compensation” and “assistance”—would be much more appropriate in this context.
ومن شأن المصطلحات المستخدمة في مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة ، وهي " رد الحق " و " التعويض " و " المساعدة " للضحايا ، أن تكون أكثر ملاءمة في هذا السياق .

A landmark for this new development was the adoption by the General Assembly in 1985 of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power (General Assembly resolution 40/34, annex).
ومن معالم هذه التطورات الجديدة اعتماد الجمعية العامة في سنة ٥٨٩١ اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة )قرار الجمعية العامة ٠٤/٤٣، المرفق(.

1. Takes note of the progress made in the work on the use and application of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power, as reflected in the note by the Secretary-General;E/CN.15/1997/16 and Add.1.
١ - يحيط علما بالتقدم المحرز في اﻷعمال المتعلقة باستخدام وتطبيق اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة، على النحو المبين في مذكرة اﻷمين العام)١٦٦(؛

(Legislative authority: Economic and Social Council resolutions 1996/14, 1997/31 and 1998/21 and Council resolution 2000/15 entitled " Implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power " )
(السند التشريعـي: قـرارات المجـلس الاقتصادي والاجتماعي 1996/14 و 1997/31 و1998/21 وقرار المجلس 2000/15 المعنون " تنفيذ اعلان مبادئ العدل الأساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة " )

Measures should be adopted to protect the identity of victims and their families throughout the various stages of criminal proceedings and to provide victims with psychological support, as recommended in the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power (General Assembly resolution 40/34, annex, of 29 November 1985).
ودعوا الى اعتماد تدابير لحماية هوية الضحايا وأسرهم في جميع المراحل المختلفة للاجراءات الجنائية وتقديم الدعم النفساني للضحايا وفقا لما أوصى به اعلان مبادىء العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة )مرفق قرار الجمعية العامة ٠٤/٤٣ ، المؤرخ ٩٢ تشرين الثاني/ نوفمبر ٥٨٩١( .

11. By its letter of 18 November 1998, the United Nations Office of Drug Control and Crime Prevention noted the relevance of the recommendations of the Commission on Crime Prevention and Criminal Justice contained in the plan of action for the implementation of the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power annexed to Economic and Social Council resolution 1998/21 of 28 July 1998.
١١- ونوه مكتب اﻷمم المتحدة لمكافحة المخدرات ومنع الجريمة في خطابه المؤرخ ٨١ تشرين الثاني/نوفمبر ٨٩٩١ بأهمية التوصيات التي اتخذتها لجنة منع الجريمة والعدالة الجنائية والمتضمنة في خطة العمل لتنفيذ اعلان مبادئ العدل اﻷساسية المتعلقة بضحايا الاجرام والتعسف في استعمال السلطة المرفقة بقرار المجلس الاقتصادي والاجتماعي ٨٩٩١/١٢ المؤرخ ٨٢ تموز/يوليه ٨٩٩١.

(a) To implement the Convention on the Rights of the Child and to pursue the goals set forth in the Convention with regard to children in the context of the administration of juvenile justice, as well as to use and apply the United Nations standards and norms in juvenile justice and other related instruments, such as the Declaration of Basic Principles of Justice for Victims of Crime and Abuse of Power;General Assembly resolution 40/34, annex.
