107. The right to non-university education is spelt out in Organization Act No. 8/1985 of 3 July 1985 establishing regulations concerning the right to education (LODE).

27. The Special Rapporteur has therefore started reviewing the work of human rights treaty bodies relating to the right to education in order to analyse their interpretations of this right.

Recalling its resolution 64/290 of 9 July 2010 on the right to education in emergency situations,

The legal framework on the right to education had been strengthened, and there was a parallel focus on strengthening special education while integrating an inclusive education approach.
وقالت إن الإطار القانوني المتعلق بالحق في التعليم قد جرى تعزيزه وأنه بالتوازي مع ذلك يجري التركيز على تعزيز التعليم الخاص مع إدراج نهج للتعليم الشامل.

The Committee considered and adopted General Comment No. 13 on the right to education (Article 13 of the Covenant).
نظرت اللجنة في التعليق العام رقم ١٣ المتعلق بالحق في التعليم )المادة ١٣ من العهد( واعتمدته.

Bearing in mind the adoption by the General Assembly of resolution 64/290 of 9 July 2010, on the right to education in emergency situations,

The Committee urges the State party to take effective measures to ensure that the introduction of tuition fees and student loans does not have a negative impact upon students from less privileged backgrounds, in accordance with paragraphs 14, 20 and 45 of the Committee's general comment No. 13 on the right to education.
تحث اللجنة الدولة الطرف على أن تتخذ تدابير فعالة لتكفل ألا يكون للأخذ بنظام الرسوم الدراسية والقروض الطلابية أثر سلبي على الطلاب من المجموعات الأقل حظاً، وفقاً للفقرات 14 و20 و45 من التعليق العام للّجنة رقم 13 المتعلق بالحق في التعليم.

In the part on follow-up, it requests the Special Rapporteur on the right to education to include in his next interim report to the General Assembly an update on his report on the right to education in emergencies, in order to identify gaps and remaining challenges in ensuring the right to education in emergency situations.
أما في الجزئية الخاصة بالمتابعة، فيطلب مشروع القرار إلى المقرر الخاص المعني بالحق في التعليم أن يضمن تقريره المرحلي المقبل المقرر تقديمه إلى الجمعية العامة استكمالا لتقريره المتعلق بالحق في التعليم في حالات الطوارئ من أجل تحديد الثغرات والتحديات المتبقية في سبيل كفالة الحق في حالات الطوارئ.

In this regard, the Committee once again draws the attention of the State party to its general comment No. 13 on the right to education (1999).
وفي هذا الخصوص توجه اللجنة مرة أخرى اهتمام الدولة الطرف إلى تعليقها العام رقم 13 المتعلق بالحق في التعليم (1999).

493. Côte d'Ivoire mentioned its national report relating to the right to education and to economic and social rights more generally (paras. 15, 86 and 89), which indicated that it continuously invested in these fields.
493- وأشارت كوت ديفوار إلى تقريرها الوطني المتعلق بالحق في التعليم والحقوق الاقتصادية والاجتماعية بشكل عام (الفقرات 15 و86 و89)، مشيرة إلى أنها تستثمر بشكل مستمر في هذه المجالات.
