From 2010 to 2012, the first phase of the first cycle began, under the oversight and guidance of the Ad Hoc Working Group of the Whole, to develop the strategy for the first global integrated marine assessment, which will be produced during the second phase of the first cycle, from 2013 to 2014.

113. Regular Process. The task of the first cycle of the Regular Process, which is expected to be completed by 2014, will be to produce the First global integrated Marine Assessment of the world's oceans and seas.

The first global integrated marine assessment of the state of the marine environment of the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects, to be completed by 2014, will provide the international community with a sound, scientific basis for decision-making.

Takes note of the ongoing work of States aimed at the finalization of the possible outline for the first global integrated assessment of the state of the marine environment, including socioeconomic aspects,6 which would be further considered by the Ad Hoc Working Group of the Whole at its next meeting;

(3) The Ad Hoc Working Group of the Whole takes note of the possible outline for the first global integrated assessment of the state of the marine environment, including socio-economic aspects, attached as annex VI, and agrees on the need for it to be considered further with a view to its possible adoption at the next meeting of the Ad Hoc Working Group of the Whole.

1. As recognized by the Ad Hoc Working Group of the Whole in February 2011 (see A/65/759, annex), workshops are a key mechanism by which the first global integrated marine assessment will be accomplished and States can enhance their assessment capacity.

The present report focuses on critical information for the Regular Process for Global Reporting and Assessment of the State of the Marine Environment, including Socioeconomic Aspects, and the Group of Experts as they develop the Wider Caribbean region component of the first global integrated marine assessment (hereafter referred to as the world ocean assessment).

Description of the procedures agreed for carrying out the first global integrated marine assessment, and the way in which these procedures have been implemented, including the approach to the science/policy interface, the selection of contributors, the choices made on the establishment of baselines, the description and categorizing of uncertainties and the quality assurance of data.

In an effort to prepare for continued deliberations, it was agreed that States would also need to further consider and review the possible outline for the first global integrated assessment of the state of the marine environment, including socio-economic aspects (annex C to the set of options), the draft criteria for the appointment of experts and the draft guidelines for workshops (see para. 4 above).

In that regard, we call for the full and effective implementation of the report of that Working Group (A/66/189), especially as it relates to the outline for the first global integrated assessment of the state of the marine environment, including socio-economic aspects, issues relating to capacity-building for the assessment of the marine environment, and the call for contributions to the trust funds established under resolution 64/71.
