The European Union decided on 6 May 1994 to dispatch a mission of the Troika, on a Development Ministers level, to visit as soon as possible the countries neighbouring Rwanda, with a view to evaluating the humanitarian situation vis-à-vis the influx of refugees.

٥ - يطلب الى الدول المجاورة لرواندا اتخاذ خطوات تهدف إلى وضع حد للعوامل التي تسهم في زعزعة الاستقرار في رواندا، وضمان عدم نقل تلك اﻷسلحة واﻷعتدة الى المخيمات الرواندية داخل أراضيها؛

In my report of 9 July (S/1995/552), I informed the Council of the outcome of my consultations with the Governments of the countries neighbouring Rwanda on the possibility of deploying United Nations military observers, in accordance with paragraph 6 of resolution 997 (1995).

١٥ - وفي ٩ تموز/يوليه، قدمت تقريرا الى مجلس اﻷمن )انظر S/1994/552(، عملا بطلبه الوارد في القرار ٩٩٧ )١٩٩٥(، جاء فيه أنني تشاورت مع حكومات البلدان المجاورة لرواندا بشأن إمكانية وزع مراقبين عسكريين تابعين لﻷمم المتحدة لرصد بيع أو توريد اﻷسلحة واﻷعتدة.

52. Particularly conscious of the importance of cooperation between the Tribunal and States Members of the United Nations, and more particularly with States neighbouring Rwanda and having large numbers of refugees in their territory, the Prosecutor and Deputy Prosecutor travelled extensively in 1995 in order to meet with official representatives of the Zambian, Zairian, Kenyan, Tanzanian, and South African Governments.
٥٢ - وإذ يدرك المدعي العام ونائب المدعي العام بوجه عام أهمية التعاون القائم بين المحكمة والدول اﻷعضاء في اﻷمم المتحدة، ولا سيما مع الدول المجاورة لرواندا التي تستقبل في أراضيها أعدادا كبيرة من اللاجئين، سافرا كثيرا خلال عام ١٩٩٥ بهدف إجراء مقابلات مع الممثلين الرسميين لحكومات زامبيا وزائير وكينيا وتنزانيا وجنوب افريقيا.

The Council invites States and organizations which have information on the transport of arms into countries neighbouring Rwanda for the purpose of their use in Rwanda in contravention of resolution 918 (1994) to pass that information to the Committee established under resolution 918 (1994) and requests the Committee to consider that information as a matter of urgency and to report thereon to the Security Council.

69. The complications in the situation arising from the links between the ex-FAR and other armed groups in the region should be viewed in the light of resolution 1011 (1995) of 16 August 1995, by which the Security Council prohibited the sale and supply of arms and related matériel to Rwanda or to persons in the States neighbouring Rwanda if such sale or supply was for the purpose of the use of such arms or matériel within Rwanda.
٦٩ - وينبغي النظر إلى التعقيدات التي طرأت على الحالة الناشئة عن الصلات بين القوات المسلحة الرواندية السابقة وجماعات مسلحة أخرى في المنطقة على ضوء القرار ١٠١١ )١٩٩٥( المؤرخ ١٦ آب/ أغسطس ١٩٩٥، الذي يحظر مجلس اﻷمن بموجبه بيع أو توريد اﻷسلحة واﻷعتدة ذات الصلة إلى رواندا أو إلى أشخاص في الدول المجاورة لرواندا " إذا كان ذلك البيع أو التوريد بغرض استخدام تلك اﻷسلحة أو اﻷعتدة داخل رواندا " .
