(13) The Committee recommends that the State party strengthen implementation of the second National Plan of Action against the Commercial Sexual Exploitation of Children by addressing all areas of the Optional Protocol and by ensuring adequate resources and a high degree of participation of civil society and children in the activities of the Plan as well as in its evaluation.

25. The Committee urges the State party to take concrete steps to give legitimate recognition to human rights defenders and their work, reinstate a climate of trust and cooperation with civil society and systematically involve communities as well as civil society and children's organizations in the planning, implementation, monitoring and evaluation of policies, plans and programmes related to child rights.
25- تحث اللجنة الدولة الطرف على اتخاذ خطوات ملموسة للاعتراف قانوناً بالمدافعين عن حقوق الإنسان وبعملهم، وتجديد جو الثقة والتعاون مع المجتمع المدني، وإشراك المجتمعات المحلية بصورة منتظمة، وكذلك منظمات المجتمع المدني والأطفال في التخطيط للسياسات والخطط والبرامج المتصلة بحقوق الطفل وتنفيذها ورصدها وتقييمها.

10. The Committee recommends that the State party adopt a comprehensive policy and corresponding national plan of action for the implementation of the Convention and its Optional Protocols, and establish adequate monitoring and evaluation systems, including at the local level, in order to ensure effective implementation of the plan, and facilitate greater involvement of all partners concerned, including civil society and children themselves.
10- توصي اللجنة الدولة الطرف باعتماد سياسة شاملة وخطة عمل وطنية مقابلة لها لتنفيذ الاتفاقية وبروتوكوليها الاختياريين، وإنشاء نظم كافية للمتابعة والتقييم، بما في ذلك على الصعيد المحلي، من أجل كفالة تنفيذ الخطة تنفيذاًَ فعالاً، وتيسير زيادة مساهمة جميع الشركاء المعنيين، بما يشمل المجتمع المدني والأطفال أنفسهم.

15. The Committee encourages the State party to engage in a broad dialogue with political forces, professionals, civil society and children, aimed at the formulation of a national comprehensive strategy on children. This strategy should cover both, the guarantee of universal rights to all children equally as well as measures of special protection for those most vulnerable, especially those living in Overseas Departments and Territories.
15- تحث اللجنة الدولة الطرف على إجراء حوار واسع النطاق مع القوى السياسية والمهنيين وفئات المجتمع المدني والأطفال بهدف وضع استراتيجية وطنية شاملة معنية بالأطفال ينبغي أن تشمل على حد سواء ضمان إعمال الحقوق العامة لجميع الأطفال على قدم المساواة، وكذلك اتخاذ تدابير بشأن توفير حماية خاصة لأضعف الفئات منهم، وخاصة الأطفال الذين يعيشون في مقاطعات وأقاليم واقعة فيما وراء البحار.

The Committee remains concerned, however, that plans and agendas relating to children and adolescents might lose specificity and priority in the broader framework, are not funded appropriately and participation of civil society and of children is not ensured.
