3. At the second session of the Special High-Level Council, on 25 January 1993, the Secretary-General emphasized that in the field of natural disaster reduction we can do more.
٣ - وقد شدد اﻷمين العام خلال الدورة الثانية لاجتماع المجلس الخاص الرفيع المستوى المعقود يوم ٢٥ كانون الثاني/يناير ١٩٩٣ على أننا باستطاعتنا فعل المزيد في مجال الحد من الكوارث الطبيعية.

5. The two international organs of the Decade, the Special High-Level Council and the Scientific and Technical Committee, have highlighted a number of actions and activities pursuant to the objectives of the Decade. These include:
٥ - وقد أبرز الجهازان الدوليان للعقد وهما المجلس الخاص الرفيع المستوى واللجنة العلمية والتقنية عددا من الاجراءات واﻷنشطة عملا بأهداف العقد، ومنها:

(c) Servicing the Special High-Level Council and the Scientific and Technical Committee;
)ج( خدمة المجلس الخاص الرفيع المستوى واللجنة العلمية والتقنية؛

Having considered the 12-point Plan of Action for the Conference adopted by the Special High-Level Council on the Decade at its second session, A/48/219-E/1993/97, annex.
وقد نظرت في خطة عمل المؤتمر المكونة من ١٢ نقطة والتي اعتمدها المجلس الخاص الرفيع المستوى للعقد في دورته الثانية)١(،

(a) Travel and subsistence costs for members of the Special High-Level Council and the Scientific and Technical Committee

6. Reaffirmation of the roles of the Special High-Level Council and the Scientific and Technical Committee in promoting Decade activities, in particular the awareness of the benefits of disaster reduction.
٦ - إعادة تأكيد دوري المجلس الخاص الرفيع المستوى واللجنة العلمية والتقنية في تعزيز أنشطة العقد، لا سيما في التوعية بفوائد الحد من الكوارث.

37. Active functioning national committees are an essential prerequisite for a credible and feasible reconstitution of the Special High-Level Council to support the intended political and advocacy role of future members of the Council. B. Scientific and Technical Committee
٣٧ - وتعد اللجان الوطنية النشطة والعاملة شرطا أساسيا مسبقا ﻹعادة تشكيل المجلس الخاص الرفيع المستوى تشكيلا له مصداقيته وجدواه من أجل دعم الدور المستهدف الذي سيقوم به أعضاء المجلس في المجال السياسي ومجال الدعوة في المستقبل.

(a) Assistance in strengthening the Special High-Level Council in line with General Assembly resolution 49/22 A. This includes the provision of secretarial support and substantive input to the Council on a regular basis, and the organization of one annual meeting.
)أ( المساعدة في تقوية المجلس الخاص الرفيع المستوى تمشيا مع قـــرار الجمعية العامة ٤٩/٢٢ ألف - - وهذا يشمل تزويد المجلس، على أساس منتظم، بدعم اﻷمانات والمدخلات الموضوعية، وتنظيم عقد اجتماع سنوي واحد.

Total 644 500 7. Furthermore, it is anticipated that travel and daily subsistence costs to attend the Conference would be incurred for the 25 members of the Scientific and Technical Committee and the 10 members of the Special High-Level Council and for one representative of each least developed country.
٧ - وفضلا عن ذلك، من المتوقع تحمل تكاليف السفر والاقامة اليومية المتعلقة بحضور المؤتمر من قبل أعضاء اللجنة العلمية والتقنية البالغ عددهم ٢٥ عضوا وأعضاء المجلس الخاص الرفيع المستوى البالغ عددهم ١٠ أعضاء وممثل واحد لكل بلد من أقل البلدان نموا.

5. The Preparatory Committee also decided that the Conference would have the following four ex officio Vice-Presidents: the Chairmen of the Special High-Level Council and of the Scientific and Technical Committee of the International Decade for Natural Disaster Reduction, the Chairman of the Preparatory Group of the Scientific and Technical Committee for the Conference, and " the father " of the Decade, Mr. Frank Press.
٥ - وقررت اللجنة التحضيرية كذلك أن يكون للمؤتمر أربعة نواب للرئيس بحكم المنصب هم: رئيس المجلس الخاص الرفيع المستوى ورئيس اللجنة العلمية والتقنية المعنية بالعقد الدولي للحد من الكوارث الطبيعية ورئيس الفريق التحضيري التابع للجنة العلمية والتقنية في المؤتمر، واﻷب الروحي للعقد الدولي السيد فرانك برس.

(j) Reaffirmation of the roles of the Special High-Level Council and the Scientific and Technical Committee in promoting Decade activities, in particular the awareness of the benefits of disaster reduction;

Having considered the 12-point Plan of Action for the Conference, adopted by the Special High-Level Council on the Decade at its second session, 1/
وقد نظرت في خطة عمل المؤتمر المكونة من ١٢ نقطة والتي اعتمدها المجلس الخاص الرفيع المستوى المعني بالعقد في دورته الثانية)١(،

8. Expresses its gratitude to the members of the Special High-Level Council for the Decade for their contribution during the first half of the Decade, and invites the Secretary-General to strengthen the Council on the basis of the experience gained so far by revising its objectives, functions and composition, as follows:
٨ - تعرب عن امتنانها ﻷعضاء المجلس الخاص الرفيع المستوى للعقد لمساهمتهم خلال النصف اﻷول من العقد، وتدعو اﻷمين العام إلى تدعيم المجلس على أساس الخبرة المكتسبة حتى اﻵن من خلال استعراض أهدافه ومهامه وتشكيله، على اﻷسس التالية:
