At the twelfth session of the Commission on Sustainable Development, the International Council for Local Environment Initiatives (ICLEI) wishes to continue to emphasize these points and believes that any progress made needs to be assessed against these barriers to local sustainability.

Since 1990, the International Council for Local Environmental Initiatives has facilitated the exchange of experience among city administration and other local authorities, including in the area of sustainable transport.
