A suggestion was also made to change the emphasis in the paragraph, by allowing the Court to proceed with a complaint unless the Security Council took a formal decision in accordance with Article 27 of the Charter to ask the Court not to proceed on the basis that the Council was taking effective action in relation to that situation or a matter referred to the Council as a threat to or breach of the peace.
وقدم كذلك اقتراح يقضي بتغيير محور تركيز الفقرة من خلال السماح للمحكمة بمباشرة النظر في الشكوى ما لم يتخذ مجلس اﻷمن قرارا رسميا وفقـــا للمــــادة ٢٧ من الميثاق يطلب فيه من المحكمة ألا تباشر النظر على أساس أن المجلس سيتخذ إجـــراء فعالا بشأن تلك الحالة أو بشأن مسألة أحيلت إلى المجلس بوصفها تهديدا أو انتهاكا للسلم.
