The law is applicable to all without partiality and all the judicial, social and cultural systems are based on this principle. Moreover, the Kingdom shows due concern for children deprived of a family environment or afflicted with a disability with a view to ensuring their enjoyment of all their rights on an equal footing with other children.

163. The State caters for the full welfare of children deprived of a family environment through various programmes, such as: orphans' welfare programmes, social education centres, social security programmes and the orphans' kafala system; all these programmes give paramount consideration to the best interests of the child.
162- ترعى الدولة الأطفال المحرومين من البيئة العائلية من خلال برامج عدة، منها برامج رعاية الأيتام، ودور التربية الاجتماعية، وبرامج إعانات الضمان الاجتماعي، ونظام كفالة الأيتام، ولكل منها لوائحه الخاصة التي تقدم مصلحة الطفل الفضلى عند اندماج الطفل بها بعد اختيار البرنامج المناسب لحالة الطفل.

165. Besides these foregoing institutions, social welfare institutions accept children below seven years of age who are deprived of a family environment and ensure that they enjoy guardianship, welfare, education and protection programmes in accordance with their needs.
164- بالإضافة لذلك تقوم دور الحضانة بقبول الأطفال دون سن السابعة المحرومين من البيئة العائلية مع تمتعه ببقية البرامج من كفالة ورعاية وتعليم وحماية وفقاً لاحتياج الطفل.

438. With respect to the situation of children deprived of a family environment, the Committee expresses its concern about the insufficient number of alternative care facilities in previously disadvantaged communities.
438- فيما يخص حالة الأطفال المحرومين من البيئة العائلية تبدي اللجنة قلقها إزاء عدم كفاية عدد مرافق الرعاية البديلة في المجتمعات المحلية المحرومة سابقاً.

96. It is clear from the foregoing that priority is given to the interests of the child and that the system of fosterage is designed solely for the purpose of giving children who are deprived of a family environment the opportunity to live in a natural family.

In addition, social welfare homes take in children below the age of seven who have been deprived of a family environment, including them in other guardianship, welfare, educational and protection programmes, depending on their personal needs.
148- بالإضافة لذلك تقوم دور الحضانة بقبول الأطفال دون سن السابعة المحرومين من البيئة العائلية مع تمتعه ببقية البرامج من كفالة ورعاية وتعليم وحماية وفقاً لاحتياج الطفل.

52. The Committee welcomes the State party's Master Plan for the Transformation of State Children's Institutions, aimed at, inter alia, providing for the deinstitutionalization of children deprived of a family environment.

141. Children deprived of a family environment have access to temporary or permanent care services provided by social protection homes and centres, which is to say:

Noting that the State party is considering draft codes of practice and regulations concerning placement of and institutional assistance to children deprived of a family environment, the Committee nevertheless recommends that the State party formulate and implement a national policy of de-institutionalization of children.

1389. While the Committee welcomes the measures taken to comply with the Committee’s recommendation (ibid., paras. 154 and 163), it is still concerned about the insufficient alternative care available for children deprived of a family environment.

The State has a particular obligation to protect from all forms of abuse those children deprived of a family environment who have been entrusted to its care (art. 20).
إن من واجب الدولة الخاص أن تحمي الأطفال المحرومين من البيئة العائلية الذين يعهد إليها برعايتهم من جميع أشكال الاعتداء (المادة 20).
