9. Purposes not prohibited under the Convention:
9 - الأغراض غير المحظورة بموجب الاتفاقية:

As a " trigger mechanism " for the applicability of the Convention, the " declaration " is constitutive in nature, and must be made before any of the acts prohibited under the Convention are committed.
وهذا " الإعلان " بوصفه " آلية إطلاق " لسريان الاتفاقية، هو عنصر مكسب للطابع القانوني، ويجب أن يسبق في إصداره ارتكاب أي من الأعمال المحظورة بموجب الاتفاقية.

The State party must ensure that no recourse is made, under any circumstances, by law enforcement personnel to interrogation methods prohibited by the Convention.

119. States parties are not prevented from going beyond the requirements of the Convention and providing in their legislation for universal jurisdiction as a basis for prosecuting activities prohibited under the Convention.
119 - ولا يُحظر على الدول الأطراف أن تقوم بأكثر من الاستجابة لمتطلبات الاتفاقية والنص في تشريعاتها على الولاية القضائية العالمية كأساس لمحاكمة مرتكبي الأنشطة المحظورة بموجب الاتفاقية.

(j) Ensure that the classification of acts prohibited under the Convention is made by an impartial authority with a view to initiating appropriate proceedings and provide in its next periodic report information on criminal investigations into suspected acts of torture or other ill-treatment pursuant to article 259 (a) of the Penal Code;
(ي) أن تضمن تولي هيئة نزيهة مهمة تصنيف الأفعال المحظورة بموجب الاتفاقية بغية مباشرة دعاوى مناسبة، وأن تقدم في تقريرها الدوري القادم معلومات عن التحقيقات الجنائية في الأعمال التي يشتبه في أنها أعمال تعذيب أو غيره من ضروب سوء المعاملة عملاً بالمادة 259(أ) من القانون الجنائي؛

(ز) أن يستحدث أو يصنع أو يحوز أو يحتفظ أو يحول أو يستخدم أي سلاح كيميائي أو سلائفه إلا في الأغراض غير المحظورة بموجب الاتفاقية.
