Deeply concerned that drug traffickers continue to have access to the precursors required for the illicit manufacture of drugs, including substances listed in tables I and II of the 1988 Convention, as well as other substances that are used as substitutes,
وإذ يساورها بالغ القلق لكون المتاجرين بالمخدرات ما زالوا يحصلون على السلائف اللازمة لصنع المخدرات على نحو غير مشروع، بما في ذلك المواد المدرجة في الجدولين اﻷول والثاني من اتفاقية سنة ٨٨٩١، وكذلك المواد اﻷخرى المستخدمة كبدائل،

With respect to the control of precursors, chemicals and solvents used in the illicit manufacture of narcotic drugs and psychotropic substances, we have put several such substances under customs and security controls with the ultimate aim of controlling all other substances listed in tables I and II of the 1988 Convention.

(b) Coverage of isomers of substances listed in tables I and II of the 1988 Convention;

6. Further urges States, in accordance with their legal provisions, not to permit the importation of chemicals listed in tables I and II of the 1988 Convention where a risk of diversion exists, until evidence establishes the legitimacy of the importer and the purpose of the chemical import;
٦ - يحث كذلك الدول على عدم السماح باستيراد المواد الكيميائية المدرجة في الجدولين اﻷول والثاني لاتفاقيــة سنة ٨٨٩١ في الحالات التي يوجد فيها احتمال تسريب - وذلك وفقــا ﻷحكامهـــا القانونية - إلا بعد أن تثبت باﻷدلة شرعية المستورد والغرض من استيراد المواد الكيميائية؛

6. Further urges States, in accordance with their legal provisions, not to permit the importation of chemicals listed in tables I and II of the 1988 Convention where a risk of diversion exists, until evidence establishes the legitimacy of the importer and the purpose of the chemical import;
٦ - يحث كذلك الدول على عدم السماح باستيراد المواد الكيميائية المدرجة في الجدولين اﻷول والثاني لاتفاقية سنة ٨٨٩١ في الحالات التي يوجد فيها احتمال تسريب - وذلك وفقا ﻷحكامها القانونية - إلا بعد أن تثبت باﻷدلة شرعية المستورد والغرض من استيراد المواد الكيميائية؛

Concerned about the continued availability of chemicals listed in tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 135/ to drug traffickers for use in the illicit clandestine production of controlled substances,
وإذ يساوره القلق ﻷن المواد الكيميائية المدرجة في الجدولين اﻷول والثاني لاتفاقية اﻷمم المتحدة لمكافحة الاتجار غير المشروع في المخدرات والمؤثرات العقلية لسنة ٨٨٩١)١٣٥( ما زالت في متناول تجار المخدرات لاستخدامها في الانتاج السري غير المشروع للمواد الخاضعة للمراقبة،

Concerned about the continued availability of chemicals listed in tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988 136/ to drug traffickers for use in the illicit clandestine production of controlled substances,

5. Strongly urges States that export scheduled chemicals not to permit exports of such chemicals listed in tables I and II of the 1988 Convention in sensitive cases which may be identified by the Board, or to brokers or intermediaries who facilitate trade, but are not themselves end-users, unless prior identification of any genuine consignee and such inquiries as may be appropriate are also made;
٥ - يحث بشدة الدول التي تصدر المواد الكيميائية المدرجة على عدم السماح بتصدير المواد المدرجة في الجدولين اﻷول والثاني لاتفاقية سنة ٨٨٩١ إلى المناطق الحساسة التي قد تحددها الهيئة أو إلى السماسرة أو الوسطاء الذين ييسرون التجارة لكنهم ليسوا هم أنفسهم المستعملين النهائيين، ما لم تحدد مسبقا جهة استلام حقيقية ويجرى أيضا ما قد يلزم من تحريات؛

(i) Regular exchange of information between exporting, importing and transit States, and with the International Narcotics Control Board, on exports of precursors before they take place, including, in particular, the provision by exporting States of some form of pre-export notification to the competent authorities in importing countries for all transactions involving the substances listed in tables I and II of the 1988 Convention;

The Commission noted that many Governments had made a renewed commitment to chemical control, and had become increasingly active in taking the necessary steps to monitor substances listed in tables I and II of the 1988 Convention and to develop and further strengthen controls.
٤٥ - ولاحظت اللجنة أن حكومات عديدة أعربت من جديد عن التزامها مراقبة الكيماويات ، وأنها أصبحت ناشطة أكثر فأكثر في اتخاذ التدابير اللازمة لرصد المواد المدرجة في الجدولين اﻷول والثاني من اتفاقية سنة ٨٨٩١ ولاتخاذ تدابير رقابية وزيادة تعزيز التدابير الموجودة .

7. Urges States, except in cases where a known risk of diversion exists, and prior to permitting the importation of chemicals listed in tables I and II of the 1988 Convention, to require, in accordance with their legal provisions, evidence of legitimacy of importers and domestic distributors of those chemicals which are intended for subsequent sale or delivery to bulk domestic distributors;
٧ - يحث الدول على أن تطلب، وفقا ﻷحكامها القانونية، قبل السماح باستيراد المواد المدرجة في الجدولين اﻷول والثاني لاتفاقية سنة ٨٨٩١، أدلة على شرعية المستوردين والموزعين المحليين لتلك المواد الكيميائية المزمع اعادة تسليمها أو بيعها فيما بعد إلى موزعي جملة محليين، حاشا في الحالات التي يعرف فيها أنه توجد احتمالات تسريب؛

5. 7. 23. It is of concern to the Board that, as of the same date, more than half the States parties had not provided the data for 1991 required by article 12, paragraph 12 of the Convention, on seizures of substances listed in tables I and II, on substances not included in these tables but identified as having been used in the illicit manufacture of drugs and on methods of diversion and illicit manufacture.
٢٣ - ويساور الهيئة القلق ازاء أن أكثر من نصف الدول اﻷطراف لم تكن قد قدمت حتى ذلك التاريخ البيانات المتعلقة بعام ١٩٩١ والمطلوبة بموجب الفقرة ١٢ من المادة ١٢ في الاتفاقية بشأن مصادرة المواد المدرجة في الجدولين اﻷول والثاني وبشأن المواد غير المدرجة في هذين الجدولين ولكن وجد انها استخدمت في الصنع غير المشروع للمخدرات وبشأن طرق التسريب والصنع غير المشروع.

(c) Not permitting the export of substances listed in tables I and II of the 1988 Convention and, where possible, substances included in the special surveillance list, to areas of special risk where it is known that they are commonly used to produce illicit drugs, until information is available to establish the legitimate purpose of the chemicals or substances to be imported;
)ج( عدم السماح بتصدير الكيماويات المدرجة في الجدولين اﻷول والثاني من اتفاقية ٨٨٩١، والمواد المدرجة في قائمة المواد الخاضعة للمراقبة الخاصة، إن أمكن، إلى مناطق تتسم بمخاطر شديدة حيث يعرف أنها تستخدم عادة في انتاج مخدرات غير مشروعة، ما لم تتوافر معلومات تثبت الغرض المشروع الذي ستستخدم فيه الكيماويات أو المواد المراد استيرادها؛

(c) Identifying and maintaining effective control over the essential precursors scheduled in Tables I and II of the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances of 1988;
(ج) استبانة السلائف الأساسية المدرجة في الجدولين الأول والثاني من اتفاقية الأمم المتحدة لمكافحة الاتجار غير المشروع بالمخدّرات والمؤثّرات العقلية لسنة 1988 وفرض رقابة فعالة عليها؛
