وإذ يدرك المجتمع الدولي أن الصراع المسلح يعرض حياة المدنيين للخطر، لا بد له من أن يتخذ تدابير لضمان بذل كل الجهود لزيادة احترام القانون الإنساني الدولي المحدد لحماية المدنيين في وقت الحرب حتى يمكن للمدنيين أن يعيشوا حياة طبيعية قدر الإمكان، ووفقا لقوانينهم، وثقافاتهم وتقاليدهم.

94. The High Commissioner recalls that the General Assembly and the Commission on Human Rights have repeatedly reaffirmed the de jure applicability of the 1949 Fourth Geneva Convention relative to the Protection of Civilians in Time of War to the occupied Palestinian territories.
