When the Commission did not act, as in the case of the themes of elimination of de jure and de facto discrimination (with an emphasis on positive action) or women in the peace process (with an emphasis on women in the military), it was because an international consensus on the issue was not yet formed.
أما في الحالات التي لم تتخذ اللجنة فيها أي إجراء، كما هي الحال في ما يتعلق مثلا بالقضاء قانونا وفعلا على التمييز )مع التركيز على العمل الايجابي( أو فيما يتعلق باشراك المرأة في عملية السلم )مع التركيز على إدماج المرأة في القوات المسلحة(، فقد كان السبب في ذلك أنه لم يتم التوصل آنذاك إلى توافق دولي في اﻵراء بشأن كل حالة.
