With regard to the first paragraph of the chapter, the observer for Colombia proposed replacing the word “activities” with “acts”, since the phrase would otherwise imply that such conduct was punishable only when carried out in a systematic and repeated manner; that would be at variance with legal procedure and prevent an isolated act from being penalized.
