1. Requests the Basel Convention regional centres and the Secretariat to ensure effective implementation of the project proposals contained in their business plans;

(b) An assessment of the capacity of all relevant regional and subregional centres, in particular, but not limited to Basel Convention regional centres, to facilitates capacity-building and transfer of technology. Such an assessment shall include, but not be limited to, a review of mandates, functions, performance, institutional arrangements and the needs identified in paragraph 1 (a) above;
