77. The International Convention broadens the scope of international law regarding the prohibition of the activities of mercenaries, currently limited mainly to article 47 of the 1977 Protocol I Additional to the Geneva Conventions of 1949 and the 1977 Organization of African Unity (OAU) Convention on the Elimination of Mercenarism in Africa.
77- وتقضي الاتفاقية الدولية بتوسيع نطاق القانون الدولي فيما يتعلق بحظر أنشطة المرتزقة، الذي يقتصر حالياً بصفة رئيسية على المادة 47 من بروتوكول عام 1977 الإضافي الأول الملحق باتفاقيات جنيف المعقودة عام 1949، واتفاقية منظمة الوحدة الأفريقية لعام 1977 بشأن القضاء على ظاهرة المرتزقة في أفريقيا.

The International Convention confirms the legal nature of the resolutions and declarations of United Nations bodies condemning mercenary activities, and it expands international regulation of the question, such regulation being at present essentially limited to article 47 of the 1977 Protocol I Additional to the Geneva Conventions of 1949 and the 1977 OAU Convention for the Elimination of Mercenarism in Africa.
٨٦ - وتؤكد الاتفاقية الدولية الطابع القانوني لما اتخذته هيئات اﻷمم المتحدة من قرارات وما أصدرته من إعلانات تدين أنشطة المرتزقة وتوسع نطاق التنظيم الدولي لهذه المسألة، المحصورة حاليا أساسا في المادة ٤٧ من البروتوكول اﻹضافي اﻷول لعام ١٩٧٧ الملحق باتفاقيات جنيف لعام ١٩٤٩ وفي اتفاقية منظمة الوحدة اﻷفريقية بشأن القضاء على المرتزقة في أفريقيا لعام ١٩٧٧.

The meeting also addressed case studies such as the presence of mercenaries in Africa and the national cases of the Russian Federation and Colombia.

٤٠ - وتؤكد الاتفاقية الدولية الطابع القانوني لقرارات وإعلانات هيئات اﻷمم المتحدة التي تدين أنشطة المرتزقة وتعمل على توسيع نطاق القواعد الدولية المتعلقة بهذه المسألة والمنحصرة، أساسا، في الوقت الحالي، في المادة ٤٧ من بروتوكول ١٩٧٧ اﻹضافي اﻷول لاتفاقيات جنيف لعام ١٩٤٩ واتفاقية منظمة الوحدة اﻷفريقية لعام ١٩٧٧ بشأن القضاء على أنشطة المرتزقة في أفريقيا.

2. He drew attention to paragraph 21 of the report, which listed a number of major factors which encouraged the presence of mercenaries in Africa.
٢ - ووجه الانتباه إلى الفقرة ٢١ من التقرير، التي تضم قائمة بعدد من العوامل الرئيسية التي شجعت على وجود المرتزقة في أفريقيا.

The Special Rapporteur requests the Commission to give the greatest possible support for the investigation of the presence and activities of mercenaries in Sierra Leone, in connection with unlawful activities by security companies registered in the region, and to reiterate its full endorsement of the efforts of the African countries to combat the presence of mercenaries in Africa and to remove them from the continent once and for all.
ويرجو المقرر الخاص من اللجنة أن تقدم أكبر دعم ممكن للتحقيق في وجود المرتزقة وأنشطتهم في سيراليون، وفي أنشطة غير مشروعة لشركات أمن مسجلة في المنطقة، وأن تكرر اﻹعراب عن تأييدها التام لما تبذله البلدان اﻷفريقية من جهود في سبيل مكافحة وجود المرتزقة في أفريقيا وإزالتهم من القارة بصورة نهائية.
