45. On 1 October, the High Commissioner for Human Rights issued the report of a mapping exercise documenting serious human rights violations committed in the Democratic Republic of the Congo between 1993 and 2003.

In that regard, his delegation supported the continuance of the work of the Special Working Group on the crime of aggression and the opening by the Prosecutor of an investigation into crimes committed in the Democratic Republic of the Congo, which might well provide the material for the Court's first trial.

It is clear from the foregoing that the International Criminal Court alone cannot satisfy the need to try all the crimes and serious violations of human rights and international humanitarian law committed in the Democratic Republic of the Congo over almost a decade, its jurisdiction being limited to acts committed since the entry into force of the Rome Statute.

From July 2008 to June 2009, OHCHR, in collaboration with the Department of Peacekeeping Operations and the United Nations Development Programme (UNDP), conducted a mapping exercise to document serious violations of human rights and international humanitarian law committed in the Democratic Republic of the Congo between March 1993 and June 2003.

75. In October 2010, OHCHR published a report on the mapping exercise, documenting the most serious violations of human rights and international humanitarian law committed in the Democratic Republic of the Congo during the period from March 1993 to June 2003.

82. Ms. Bakker (Netherlands), speaking on behalf of the European Union, said that the issue of impunity was a matter of absolute priority, and welcomed the decision of the Chief Prosecutor of the ICC to open an investigation into the crimes committed in the Democratic Republic of the Congo.

Following the issuance of the report on the mapping exercise documenting serious human rights violations committed in the Democratic Republic of the Congo between 1993 and 2003, the Minister of Justice and Human Rights indicated in a press release issued on 2 October that the Government of the Democratic Republic of the Congo favoured establishing specialized chambers of a mixed character within Congolese jurisdiction.

We welcome the dynamic nature of the International Criminal Court which, in the context of the ongoing inquiry into crimes in the Democratic Republic of the Congo, has devoted a procedural hearing -- the well-known so-called arraignment hearing -- to an investigation by the Prosecutor into crimes committed in the Democratic Republic of the Congo.

Mapping exercises have also proven useful in establishing a record of violations and helping States to meet their investigatory and prosecutorial obligations, as illustrated by the OHCHR mapping exercise which documented the most serious violations of human rights and international humanitarian law committed in the Democratic Republic of the Congo between March 1993 and June 2003.
