GUIDELINES FOR THE APPLICATION OF precautionary reference POINTS IN CONSERVATION AND MANAGEMENT OF STRADDLING FISH
مبادئ توجيهية لتطبيق النقاط المرجعية التحوطية في حفظ وإدارة اﻷرصدة

Management strategies shall include measures which can be implemented when precautionary reference points are approached.
وتتضمن استراتيجيات اﻹدارة تدابير يمكن تنفيذها عند الاقتراب من النقاط المرجعية التحوطية.

1. Management strategies should seek to maintain or restore populations of harvested stocks at levels consistent with previously agreed precautionary reference points.
١ - ينبغي أن تلتمس استراتيجيات الادارة المحافظة على إعداد اﻷرصدة المصيدة واستعادتها عند مستويات متفقة مع النقاط المرجعية التحوطية التي سبق الموافقة عليها.

1. A precautionary reference point is an estimated value derived through an agreed scientific procedure, which corresponds to the state of the resource and of the fishery, and which can be used as a guide for fisheries management.
١ - تمثل النقطة المرجعية التحوطية قيمة تقديرية مستمدة من عملية علمية متفق عليها، تطابق حالة المورد ومنطقة الصيد، ويمكن أن تستعمل كدليل ﻹدارة مصائد اﻷسماك.

2. Two types of precautionary reference points should be used: conservation, or limit, reference points and management, or target, reference points.
٢ - وينبغي استخدام نوعين من النقاط المرجعية التحوطية: النقاط المرجعية للحفظ، أو للحدود أو النقاط المرجعية لﻹدارة، أو الهدف.

٤ - وينبغي أن تسعى استراتيجيات اﻹدارة الى صون أعداد اﻷرصدة المجناة واﻷنواع المرتبطة بها والمعتمدة عليها، عند الاقتضاء، وتجديدها بمستويات تتفق مع النقاط المرجعية التحوطية التي سبقت الموافقة عليها.

3. precautionary reference points should be stock-specific to account, inter alia, for the reproductive capacity, the resilience of each stock and the characteristics of fisheries exploiting the stock, as well as other sources of mortality and major sources of uncertainty.
٣ - وينبغي أن تكون النقاط المرجعية التحوطية قاصرة على اﻷرصدة كي تتبين في جملة أمور، منها القدرة على التكاثر، وقدرة كل رصيد على التكيف وخصائص مصائد اﻷسماك التي تستغل اﻷرصدة فضلا عن مصادر أخرى لمعدل موت اﻷسماك ومصادر عدم التيقن الرئيسية.

٤ - وينبغي أن تسعى استراتيجيات اﻹدارة الى صون أعداد اﻷرصدة التي يجري جنيها، واﻷنواع المرتبطة بها والمعتمدة عليها، عند الاقتضاء، وتجديدها بمستويات تتفق مع النقاط المرجعية التحوطية التي سبقت الموافقة عليها.

For example,71 the 1995 Agreement on Fish Stocks adopts the precautionary approach in article 6, and its article 5 (c) states that the application of the precautionary approach is one of the general principles of the Agreement; see also annex II to the Agreement, " Guidelines for the application of precautionary reference points in conservation and management of straddling fish stocks and highly migratory fish stocks " .
