The Committee is a group of government-designated experts established in line with Article 18 of the Convention, which evaluates candidate chemicals for possible inclusion in annex III of the Convention.

A. Inclusion of chemicals in Annex III to the Convention that were included in the interim PIC procedure before the date of the first meeting of the Conference of the Parties but are not yet listed in Annex III

4. Article 4(3) of Annex III to the Convention stipulates that:
٤ - وتنص المادة 4 (3) من المرفق الثالث من الاتفاقية على ما يلي:

In its decision INC-10/6, the Intergovernmental Negotiating Committee decided to recommend to the Conference of the Parties that it consider amending the entries in Annex III to the Convention for the four chemicals 2,4,5-T, pentachlorophenol, dinoseb and dinoseb salts and methyl parathion in annex III of the Convention.
47 - قررت لجنة التفاوض الحكومية الدولية، في مقررها - 10/6، أن توصي مؤتمر الأطراف بالنظر في تعديل البيانات على المرفق الثالث من الاتفاقية المتعلقة بالمواد الكيميائية الأربع 2,4,5-T وخماسي كلوروفينول والدينوسيب وأملاح الدينوسيب وميثيل الباراثيون.

4. Notwithstanding the provisions in paragraph 2 above, where an applicant has elected to contribute a reserved area to carry out activities pursuant to article 9 of Annex III to the Convention, in accordance with regulation 17, the total area covered by an application shall not exceed 200 cobalt crust blocks.
4 - استثناء من أحكام الفقرة 2 أعلاه، إذا اختار مقدم الطلب أن يساهم بالقيام بأنشطة في منطقة محجوزة عملا بالمادة 9 من المرفق الثالث من الاتفاقية ووفقا للمادة 17، لا تتجاوز المساحة الكلية التي يغطيها الطلب 200 قطعة قشور غنية بالكوبالت.

3. Notwithstanding the provisions in paragraph 1 above, where a contractor has elected to contribute a reserved area to carry out activities pursuant to article 9 of Annex III to the Convention, in accordance with regulation 17, the total area covered by an application shall not exceed 200 blocks.
3 - برغم أحكام الفقرة 1 أعلاه، إذا اختار المتعاقد أن يساهم بمساحة محجوزة للقيام بأنشطة عملا بالمادة 9 من المرفق الثالث من الاتفاقية ووفقا للمادة 17، لا تتجاوز المساحة الكلية التي يغطيها الطلب 200 قطعة.

Article 4 of Annex III to the Convention stipulates that applicants must meet the nationality or control and sponsorship requirements of article 153, paragraph 2(b), and follow the procedures and meet the qualification standards set forth in the rules, regulations and procedures of the Authority.
وتنص المادة 4 من المرفق الثالث من الاتفاقية على أن مقدمي الطلبات يجب أن يستوفوا شروط الجنسية أو السيطرة والتزكية الواردة في الفقرة 2 (ب) من المادة 153، وأن يلتزموا بالإجراءات ويستوفوا معايير التأهيل المنصوص عليها في قواعد السلطة وأنظمتها وإجراءاتها.

Many representatives, including one speaking on behalf of a group of countries, expressed support for the draft decision guidance document and for including PFOS, perfluorooctanesulfonates, perfluorooctanesulfonamides and perfluorooctanesulfonyls in Annex III to the Convention.
64 - وأعرب ممثلون كثيرون، من بينهم ممثل تكلّم بالنيابة عن مجموعة من البلدان، عن تأييدهم لمشروع وثيقة توجيه القرارات بشأن إدراج حمض السلفونيك البيرفلوروكتاني وسلفونات البيرفلوروكتان وسلفوناميدات البيرفلوروكتان وسلفونيلات البيرفلوروكتان في المرفق الثالث من الاتفاقية.

As only one notification of final regulatory action from one prior informed consent region had met the criteria set out in Annex II, it was agreed that at the current time dicofol could not be recommended for inclusion in Annex III to the Convention and no further action would be taken.

Recalling also its decision CRC-9/3, adopted at its ninth meeting in accordance with paragraph 6 of Article 5 of the Convention, in which it recommended to the Conference of the Parties that it should list methamidophos (CAS No. 10265-92-6) in Annex III to the Convention as a pesticide,
وإذ تشير أيضاً إلى مقررها ل ا ك -9/3 الذي اعتمدته في اجتماعها التاسع وفقاً للفقرة 6 من المادة 5 من الاتفاقية التي أوصت فيه مؤتمر الأطراف بإدراج الميثاميدوفوس (CAS No. 10265-92-6) في المرفق الثالث من الاتفاقية بوصفه مبيد آفات.

Recalling also its decision CRC-9/4, adopted at its ninth meeting in accordance with paragraph 5 of Article 6 of the Convention, in which it recommended to the Conference of the Parties that it should list fenthion (ultra low volume (ULV) formulations at or above 640 g active ingredient/L) (CAS No. 55-38-9) in Annex III to the Convention as a severely hazardous pesticide formulation,
وإذ تشير أيضاً إلى مقررها ل ا ك- 9/4 الذي اعتمدته في اجتماعها التاسع وفقاً للفقرة 5 من المادة 6 من الاتفاقية التي أوصت فيه مؤتمر الأطراف بإدراج الفنثيون (تركيبة فنثيون المستعملة بحجم منخفض للغاية بتركيز 640 غراماً من المادة الفعالة لكل لتر) (CAS No. 55-38-9) في المرفق الثالث من الاتفاقية بوصفها تركيبة مبيد آفات شديدة الخطورة،

Parties must decide whether they will allow the import into their territories of chemicals listed in Annex III to the Convention, and must then notify the secretariat of their decision by submitting what is termed an " import response " , indicating whether or not they consent to import, and under what specified conditions.
ويجب أن تقرر الأطراف ما إذا كانت ستسمح باستيراد مواد كيميائية ترد قائمة بها في المرفق الثالث من الاتفاقية إلى أراضيها أم لا، لذا يجب عليها أن تبلغ الأمانة العامة بقرارها عن طريق تقديم ما اصطلح على تسميته " import response " (الاستجابة المتعلقة بالاستيراد)، التي تشير إلى ما إذا كانت الدولة تسمح بالاستيراد أم لا، وما هي تحديدا شروط ذلك.

The Committee concluded at its ninth session that the proposal from Chad to list Fenthion 640 ULV (640 g/L fenthion) in Annex III to the Convention as a severely hazardous pesticide formulation met the documentation requirements of Annex IV part 1 and the criteria set out in Annex IV part 3 of the Convention, considering the information collected by the Secretariat according to Part 2 of Annex IV.
وخلصت اللجنة في دورتها التاسعة إلى أن الاقتراح الذي قدمته تشاد بإدراج تركيبة الفينثيون 640 التي تُرش بأحجام فائقة الصغر (640 غم من الفينثيون/ل) في المرفق الثالث من الاتفاقية بوصفها تركيبة مبيد آفات شديدة الخطورة يستوفي متطلبات التوثيق الواردة في الجزء 1 من المرفق الرابع والمعايير الواردة في الجزء 3 من المرفق الرابع من الاتفاقية، في ضوء المعلومات التي جمعتها الأمانة وفقاً للجزء 2 من المرفق الرابع.

That import responses for chemicals subject to the interim PIC procedure but not yet listed in annex III of the Convention contained in PIC Circular XIX (June 2004) do not need to be resubmitted by Parties upon entry into force of the Convention for them should the Conference of the Parties decide to include these chemicals in Annex III to the Convention.
إن ردود الاستيراد بشأن المواد الكيميائية الخاضعة للإجراء المؤقت للموافقة المسبقة عن علم والتي لم تدرج بعد في المرفق الثالث من الاتفاقية الواردة في منشور الموافقة المسبقة عن علم التاسع عشر (حزيران/يونيه 2004) لا حاجة لإعادة تقديمها من الأطراف بمجرد دخول الاتفاقية حيز النفاذ بالنسبة لها إذا ما قرر مؤتمر الأطراف تضمين تلك المواد الكيميائية في المرفق الثالث من الاتفاقية.
