Reference is made to decision VI/12, by which the Conference of the Parties at its sixth meeting established a mechanism for promoting implementation of and compliance with the obligations under the Convention, as well as terms of reference for the mechanism, which are set out in the annex to the decision.

These rules of procedure shall apply to the Compliance Committee, including its enforcement branch and facilitative branch, as defined in the " Procedures and mechanisms relating to compliance under the Kyoto Protocol " , contained in the annex to decision 27/CMP.1.
