١٠٠٢ استعراض مفهوم " دولة اﻹطلاق " بالصيغة الواردة في اتفاقية المسؤولية الدولية عن اﻷضرار التي تحدثها اﻷجسام الفضائية)٨(، واتفاقية تسجيل اﻷجسام المطلقة في الفضاء الخارجي)٩(؛ على النحو الذي تطبقه الدول والمنظمات الدولية؛

This recognition of State responsibility was further strengthened by the Brussels Convention of 25 May 1962 on the liability of operators of nuclear ships, the International Convention of 29 November 1969 on civil liability for oil pollution damage and the Vienna Convention of 29 November 1971 on the International Liability for Damage caused by space objects.

With regard to law, the Convention on International Liability for Damage Caused by Space Objects, which regulates, inter alia, liability for damage caused by space objects on the surface of Earth, to aircraft in flight or to other space objects, is open for signature and ratification or for accession by non-signatory States.
وفيما يتعلق بالقانون فإن الباب مفتوح أمام الدول غير الموقعة على اتفاقية المسؤولية الدولية عن اﻷضرار التي تحدثها اﻷجسام الفضائية ، للتوقيع والتصديق عليها أو الانضمام اليها . وتنظم تلك الاتفاقية ، ضمن جوانب أخرى ، المسؤولية عن اﻷضرار التي يسببها جسم فضائي على اﻷرض أو يلحقها بمركبات جوية أثناء طيرانها أو بجسم فضائي آخر .

This point was underscored by the Brussels Convention on the Liability of Operators of Nuclear Ships, of 25 May 1962, the International Covenant on Civil Liability for Oil Pollution Damage, of 29 November 1969, and the Convention on International Liability for Damage Caused by Space Objects, of 29 November 1971.

The Convention on International Liability for Damage Caused by Space Objects (the “Liability Convention”) was adopted by the General Assembly, by 93 votes to none, with 4 abstentions, in its resolution 2777 (XXVI) of 29 November 1971.
٨١ - وقد اعتمدت اتفاقية المسؤولية الدولية عن اﻷضرار التي تحدثها اﻷجسام الفضائية من قبل الجمعية العامة لﻷمم المتحدة ، بأغلبية ٣٩ صوتا مقابل لا شيء وامتناع أربعة مندوبين عن التصويت ، في قرارها ٧٧٧٢ )د-٦٢( ، المؤرخ ٩٢ تشرين الثاني/نوفمبر ١٧٩١ .

(b) States should be invited to consider making a declaration in accordance with paragraph 3 of General Assembly resolution 2777 (XXVI) of 29 November 1971, thereby binding themselves on a reciprocal basis to the decisions of the Claims Commission established in the event of a dispute in terms of the provisions of the Convention on International Liability for Damage Caused by Space Objects (resolution 2777 (XXVI), annex);
)ب( ينبغي دعوة الدول الى النظر في اصدار اعلان وفقا للفقرة ٣ من قرار الجمعية العامة ٧٧٧٢ )د-٦٢( المؤرخ ٩٢ تشرين الثاني/نوفمبر ١٧٩١ ، تتقيد بموجبه ، على نحو متبادل ، بقرارات لجنة المطالبات التي تنشأ في حال نشوء نزاع في اطار أحكام اتفاقية المسؤولية الدولية عن اﻷضرار التي تحدثها اﻷجسام الفضائية )مرفق القرار ٧٧٧٢ )د-٦( ؛

ESA has accepted the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space (General Assembly resolution 2345 (XXII), annex, of 19 December 1967), the Convention on International Liability for Damage Caused by Space Objects (Assembly resolution 2777 (XXVI), annex, of 29 November 1971) and the Registration Convention.
٣ - وقد قبلت وكالة الفضاء اﻷوروبية اتفاق انقاذ الملاحين الفضائيين واعادة الملاحين الفضائيين ورد اﻷجسام المطلقة الى الفضاء الخارجي )مرفق قرار الجمعية العامة ٥٤٣٢ )د - ٢٢( المؤرخ ٩١ كانون اﻷول/ديسمبر ٧٦٩١( ، واتفاقية المسؤولية الدولية عن اﻷضرار التي تحدثها اﻷجسام الفضائية )مرفق قرار الجمعية العامة ٧٧٧٢ )د-٦٢( المؤرخ ٩٢ تشرين الثاني/نوفمبر ١٧٩١( ، واتفاقية التسجيل .

These include: the Convention on International Liability for Damage Caused by Space Objects; the Convention on Registration of Objects Launched into Outer Space; the Agreement on the Rescue of Astronauts, the Return of Astronauts and the Return of Objects Launched into Outer Space; and the Hague Code of Conduct against Ballistic Missile Proliferation (HCOC).
