[At least 30 days before the meeting the secretariat shall notify the Parties of those who have indicated they will be so represented.

National human rights institutions and ombudsman institutions and non-governmental organizations in consultative status with the United Nations Economic and Social Council with particular competence in the matters covered by the Convention and the Optional Protocols thereto, which have been approved for that purpose by the Committee, may submit collective communications alleging grave or systematic violations of any of the rights set forth in:

Any State party may also, at the time of ratification or accession to the present Protocol, or at any time thereafter, declare that it recognizes the right of any national non-governmental organization within its jurisdiction, which has particular competence in the matters covered by the Convention and the Optional Protocols thereto, to submit collective communications as provided for in paragraph 1 of the present article.

Paragraph 1 of rule 7 of the rules of procedure for the Conference of the Parties to the Stockholm Convention provides: " Any body or agency, whether national or international, governmental or non-governmental, which is qualified in matters covered by the Convention and which has informed the Secretariat of its wish to be represented at a meeting as an observer, may be so admitted, unless one third of the Parties present at the meeting object. "
وتنصّ الفقرة 1 من المادة 7 من النظام الداخلي لمؤتمر الأطراف في اتفاقية استكهولم على ما يلي: ' ' يجوز قبول أي هيئة أو وكالة، وطنية كانت أو دولية، حكومية أو غير حكومية، مؤهلة في المسائل التي تشملها الاتفاقية وتكون قد أبلغت الأمانة برغبتها في أن تمثل في اجتماع من الاجتماعات بصفة مراقب، ما لم يعترض على الأقل ثلث الأطراف الحاضرة في الاجتماع " .
