Recommendation 24. The United Nations should consult and collaborate more systematically with local, national and international civil society organizations, including the private sector, religious leaders, and women's groups that are already working on cross-border issues in West Africa.

The Security Council held a public meeting on 25 March on cross-border issues in West Africa, under the presidency of the French Minister for Cooperation and Francophonie, Pierre-André Wiltzer, in the presence of the Secretary-General and the Minister for Foreign Affairs of Ghana, Nana Akufo-Addo.

The Security Council undertook a mission to Central Africa and focused on several issues affecting Africa, such as the cross-border issues in West Africa, Africa's food crisis as a threat to peace and security, post-conflict peacebuilding, the threat of small arms and the protection of civilians in armed conflict.

In March 2004 and February 2005, the Security Council held an open meeting on " cross-border issues in West Africa " , to highlight the problems of the illicit trade and proliferation of Small Arms and Light Weapons, mercenaries, refugees, etc. as an important dimension of regional instability which must be resolved.

(a) As a follow-up to previous reports prepared by the Office on cross-border issues in West Africa, at the request of the Council and in consultation with the overall United Nations system and its regional partners, including ECOWAS, advised on a new set of recommendations which reflected the developments in the subregion.
