UNODC is also developing a set of United Nations principles and guidelines on strengthening access to Legal Aid in the Criminal Justice System.

Taking note of the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa, contained in annex I to the present resolution, and the Lilongwe Plan of Action for the implementation of the Declaration, contained in annex II to the present resolution,
وإذ يحيط علما بإعلان ليلونغوي بشأن تيسير الحصول على المساعدة القانونية في نظام العدالة الجنائية في أفريقيا، الوارد في المرفق الأول بهذا القرار، وبخطة عمل ليلونغوي لتنفيذ ذلك الإعلان، الواردة في المرفق الثاني بهذا القرار،

1. The participants recommend the following measures as forming part of a Plan of Action to implement the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa.
1- أوصى المشاركون باتخاذ التدابير التالية باعتبارها جزءا من خطة عمل لتنفيذ إعلان ليلونغوي حول اللجوء إلى المساعدة القانونية في نظام العدالة الجنائية في أفريقيا.

Noting also the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa, and the Lilongwe Plan of Action for the implementation of the Declaration,
وإذ يحيط علما أيضا بإعلان ليلونغوي بشأن تيسير الحصول على المساعدة القانونية في نظام العدالة الجنائية في أفريقيا وبخطة عمل ليلونغوي لتنفيذ ذلك الإعلان()،

Both guideline 14 of the United Nations Principles and Guidelines and the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa recognize the role played by paralegals or similar service providers in providing legal aid services where access to lawyers is limited.
ويقرّ المبدأ 14 من مبادئ الأمم المتحدة وتوجيهاتها وإعلان ليلونغوي بشأن اللجوء إلى المساعدة القانونية في نظام العدالة الجنائية في أفريقيا() بدور المساعدين القانونيين أو ما شابههم من مقدمي الخدمات في تقديم خدمات المساعدة القانونية حيث يكون الوصول إلى المحامين محدوداً.

7. In line with the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa and the Lilongwe Plan of Action for the implementation of the Declaration, the Principles and Guidelines follow a broad concept of legal aid.

The Kadoma Declaration on Community Service and the Kampala Declaration on Prison Conditions in Africa, as well as the Lilongwe Declaration on Accessing Legal Aid in the Criminal Justice System in Africa (for the provision of legal aid to inmates through special legal aid clinics), are increasingly being implemented at the national level;
كما يتزايد على الصعيد الوطني تنفيذ إعلان كادوما بشأن الخدمة المجتمعية وإعلان كمبالا بشأن أحوال السجون في أفريقيا، وكذلك إعلان ليلونغوي حول اللجوء إلى المساعدة القانونية في نظام العدالة الجنائية في أفريقيا (من أجل توفير المساعدة القانونية لنزلاء السجون من خلال عيادات خاصة لهذا الغرض)؛

In the category of development of new instruments, the United Nations Rules for the Treatment of Women Prisoners and Non-custodial Measures for Women Offenders (the Bangkok Rules) were completed in 2010, and work on the draft principles and guidelines on access to Legal Aid in the Criminal Justice System was ongoing in 2011.
أما في ما يخص وضع صكوك جديدة، فقد أنجزت في عام 2010 قواعد الأمم المتحدة لمعاملة النساء السجينات والتدابير غير الاحتجازية للمجرمات (قواعد بانكوك)، واستمر في عام 2011 إعداد مشروع المبادئ والتوجيهات المتعلقة بالحصول على المساعدة القانونية في نظام العدالة الجنائية.

From the a normative point of view, during the reporting period, the Office has focused on the development and negotiation of new crime prevention and criminal justice standards and norms in three main areas: prevention of violence against women; the treatment of women prisoners and non-custodial measures for women offenders; and access to Legal Aid in the Criminal Justice System.
6- فمن المنظور المعياري، ركّز المكتب خلال الفترة المشمولة بالتقرير على وضع معايير وقواعد جديدة خاصة بمنع الجريمة والعدالة الجنائية والتفاوض عليها في ثلاثة مجالات رئيسية هي: منع العنف ضد النساء؛ ومعاملة السجينات والتدابير غير الاحتجازية للجانيات؛ وسبل الحصول على المساعدة القانونية في نظام العدالة الجنائية.
