٣٠١- وبينت تحقيقات أجراها عدد من المنظمات، مثل اللجنة الاقتصادية ﻷوروبا، ولجنة اﻷمم المتحدة للقانون التجاري الدولي ولجنة الاتحادات اﻷوروبية، أن الشرط القانوني لتوافر توقيع على الوثائق المستخدمة في التجارة الدولية يشكل عقبة رئيسية تعترض نمو التجارة اﻹلكترونية.

The main objective of the ISPS Code is to establish an international framework involving cooperation between contracting Governments, government agencies, local administrations and the shipping community and port industries, for the purpose of detecting security threats and taking measures to prevent security incidents affecting ships and port facilities used in international trade.
28- والهدف الرئيسي لمدونة قواعد السلوك الدولية لحماية السفن والموانئ هو إقامة إطار دولي للتعاون بين الأطراف المتعاقدة من الحكومات والوكالات الحكومية والإدارات المحلية ومجتمع النقل البحري وصناعات الموانئ، قصد كشف المخاطر الأمنية واتخاذ التدابير لتلافي الحوادث الأمنية التي تصيب السفن ومرافق الموانئ المستخدمة في التجارة الدولية.

72- ذكرت المنظمة البحرية الدولية أنَّ تدابير الأمن البحري لديها تركز على تنفيذ إطار دولي يتضمن التعاون بين الحكومات المتعاقدة والوكالات الحكومية والإدارات المحلية وصناعتي الشحن البحري والموانئ لكشف وتقييم الأخطار الأمنية واتخاذ التدابير الوقائية للتصدي للحوادث الأمنية التي تؤثِّر على السفن أو مرافق الموانئ المستخدمة في التجارة الدولية.
