With the adoption of the Habitat Agenda, operational activities have focused on assisting countries in implementing their national plans of action in pursuit of the main goals of adequate shelter for all and sustainable human settlements in an urbanizing world.

Recognizing the challenges of adequate shelter for all and sustainable human settlements in an urbanizing world and the need ultimately to reverse the formation of slums and reduce urban poverty to achieve the Millennium Development Goals,

2. The international community recognized the urgency of responding to the urban challenge in adopting the Habitat Agenda in 1996, containing the global plan of action for " adequate shelter for all " and " sustainable human settlements " in an urbanizing world.
