I. The recruitment process in the Qatari armed forces
أولاً - إجراءات التجنيد في القوات المسلحة القطرية

14. We should point out that there are no soldiers below 18 years of age in the Qatari armed forces.
14- نشير إلى أنه لا يوجد بين منتسبي القوات المسلحة القطرية عسكريون دون سن الثامنة عشرة.

The box of ammunition clearly stated that the ammunition had been exported to the Qatar armed forces in 2009 by a Swiss company, FGS Frex.
وكان صندوق الذخيرة يشير بوضوح إلى أن شركة سويسرية تُدعى FGS Frex قامت بتصديرها إلى القوات المسلحة القطرية في عام 2009.

By this declaration the Qatar armed forces certified that they would not sell, lease, lend or donate these goods without the prior written consent of the Swiss authorities.

28. Attention should be drawn to two basic facts about recruitment into the Qatari armed forces, namely:
28- كما تجدر الإشارة إلى حقيقتين أساسيتين فـي ميدان إجراءات التجنيد في القوات المسلحة القطرية وهما:

Qatar is bound, inter alia, by the provisions of the Convention on the Rights of the Child regarding children's participation in armed conflicts, and the Qatari armed Forces do not recruit, train or employ children.
وتتقيد قطر، في جملة أمور، بأحكام اتفاقية حقوق الطفل، المتعلقة باشتراك الأطفال في النزاعات المسلحة، وتفيد بأن القوات المسلحة القطرية لا تقوم بتجنيد الأطفال أو تدريبهم أو تستخدمهم.

An international humanitarian law committee has been established within the Qatari armed Forces to disseminate a culture of international humanitarian law among all members of the armed forces.
وأُنشئت لجنة معنية بالقانون الإنساني الدولي في القوات المسلحة القطرية لنشر ثقافة هذا القانون في أوساط جميع أفراد القوات المسلحة.

Under the auspices of ICRC, the Arab League, and specialized international organizations, numerous Qatari armed Forces officers have been sent to Arab and other countries in order to participate in advanced specialized courses in international humanitarian law.
وتم إيفاد العديد من ضباط القوات المسلحة القطرية إلى بلدان عربية وبلدان أخرى للمشاركة في دورات تخصصية متقدمة في مجال القانون الإنساني الدولي تحت رعاية لجنة الصليب الأحمر الدولية والجامعة العربية ومنظمات دولية متخصصة.

3. At the outset, we must underline two key facts about recruitment in the Qatari armed forces:

4. The recruitment process in the Qatari armed forces, which guarantees the nonrecruitment and non-involvement of children in hostilities, is described below:
4- أما فيما يخص إجراءات التجنيد في القوات المسلحة القطرية والتي تضمن عدم تجنيد الأطفال واشتراكهم في العمليات الحربية فهي:

The Qatari armed forces do not have a system of compulsory military service and their members are all volunteers who join up of their own accord and in conformity with the regulations in force in the Qatari armed forces, as mentioned in the two key facts outlined above; and
لا تطبق نظام التجنيد الإجباري وإنما جميع أفراد القوات المسلحة القطرية هم متطوعون بمحض إرادتهم وطبقاً للأنظمة المعمول بها في القوات المسلحة القطرية وهو ما تم ذكره في الحقيقتين الأساسيتين أعلاه؛

With reference to recruitment of other ranks in the Qatari armed forces, the recruitment criteria stipulate, inter alia, that candidates must not be below 18 or above 25 years of age;
- بالرجوع إلى نظام تجنيد الرتب الأخرى في القوات المسلحة القطرية نجد أن شروط التجنيد تتضمن شرطاً ينص على أن لا يقل عمر المتقدم للتجنيد عن 18 عاماً ولا يزيد عن 25 عاماً؛

The Armed Forces international humanitarian law committee prepares programmes and training curricula on the issue that are taught to military officers and other ranks in mandatory courses at Qatari armed Forces training institutes.
وتتولى لجنة القانون الإنساني الدولي التابعة للقوات المسلحة إعداد برامج ووضع مناهج تدريبية بشأن المسألة تُدرَّس لضباط القوات المسلحة والرتب الأخرى في دورات إلزامية تنظم في معاهد تدريب القوات المسلحة القطرية.

In cooperation with the Qatari armed Forces and UNICEF, the Supreme Council for Family Affairs began in 2008 - 2009 to incorporate the rights of the child as a topic into the curricula of the Military College and the Qatar armed Forces Training Institute.
وفي إطار دمج مادة حقوق الطفل في المناهج الدراسية ، قام المجلس الأعلى لشؤون الأسرة في 2008 -2009م بمبادرة بالتعاون مع القوات المسلحة القطرية ومنظمة اليونيسيف لدمج مادة حقوق الطفل في مناهج الكلية العسكرية ومعهد التدريب التابعين للقوات المسلحة القطرية.

271. It follows that there are no persons or volunteers in the ranks of the Armed Forces who are under 18 and thus the Qatari armed Forces have not had any cases of children needing to be released, reintegrated or provided with humanitarian assistance and medical treatment.
271- وبناءً على ما تقدم فإنه لا يوجـد مجنديـن أو متطوعين في صفوف القوات المسلحة ممن تقل أعمارهم عن 18 سنه وبالتالي لم تشهد القوات المسلحة القطرية حالات تسريح أو إعادة دمج أو تلقي مساعدات إنسانية أو علاج طبي.

19. The annual training programme for schoolchildren is designed to encourage individuals below 18 years of age to enrol in practical programmes run by the Qatari armed forces, consistent with the State's overall policy of protecting children and furthering the aims of the Convention on the Rights of the Child.
19- يهدف برنامج التدريب السنوي لطلبة المدارس إلى تحفيز الأشخاص دون سن الثامنة عشرة على الالتحاق بالبرامج التطبيقية التي تنظمها القوات المسلحة القطرية. وهذا يأتي تماشياً مع السياسة العامة للدولة الهادفة إلى حماية الأطفال، وتعزيزاً لأهداف اتفاقية حقوق الطفل.

(a) There is no system of conscription into the Qatari armed forces. Enlistment is voluntary according to the rules and regulations in force;
(أ) لا يوجد نظام للتجنيد الإجباري في القوات المسلحة القطرية وإنما تعتمد أنظمة التجنيد فيها على التطوع الاختياري طبقاً للأنظمة والتعليمات المعمول بها؛

3. His career in the military includes serving as Lieutenant Colonel in the Qatar armed Forces and as Commander of the Qatar Air Defence School, as well as working at the Qatar Air Defence Project and the Qatar Information Agency.
