On the contrary, the Commander-in-Chief of the Haitian Armed Forces supported the attempt to replace illegally the legitimate President of Haiti, an attempt that was strongly condemned on 11 May 1994 by the members of the Security Council (S/PRST/1994/24) and by the Permanent Council of OAS. 2/

1. In a report dated 25 August 1993 to the Security Council, 1/ the Secretary-General recommended to the Council the establishment of a United Nations Mission in Haiti (UNMIH) for an initial period of six months to help implement the Governors Island Agreement concluded on 3 July 1993 between the President of the Republic of Haiti and the Commander-in-Chief of the Haitian Armed Forces.
١ - في التقرير المؤرخ ٢٥ آب/اغسطس ١٩٩٣ المقدم الى مجلس اﻷمن)١(، أوصى اﻷمين العام المجلس بإنشاء بعثة لﻷمم المتحدة في هايتي لفترة أولية مدتها ستة أشهر للمساعدة على تنفيذ اتفاق جزيرة غفرنرز المعقود في ٣ تموز/يوليه ١٩٩٣ بين رئيس جمهورية هايتي والقائد العام للقوات المسلحة في هايتي.

1. The Governors Island Agreement, signed by the President of the Republic of Haiti, Reverend Father Jean-Bertrand Aristide, and the Commander-in-Chief of the Haitian Armed Forces, General Raoul Cedras, provides in paragraph 5 for " assistance for modernizing the Armed Forces of Haiti and establishing a new police force with the presence of United Nations personnel in these fields " (S/26063, para. 5).
