Moreover, in its General Comment No. 2 (1990), the Committee stated that international agencies should scrupulously avoid involvement in projects which involved among other things, large-scale evictions or displacement of persons without the provision of all appropriate protection and compensation (E/1990/23/annex III, para. 6).

In negative terms this means that the international agencies should scrupulously avoid involvement in projects which, for example, involve the use of forced labour in contravention of international standards, or promote or reinforce discrimination against individuals or groups contrary to the provisions of the Covenant, or involve largescale evictions or displacement of persons without the provision of all appropriate protection and compensation.

The Permanent Forum also recommended that for indigenous peoples who did not wish to participate in projects on reducing emissions from deforestation and degradation, their choice should be respected.

97. The Board recommends that, as part of its prioritisation of activities, UNHCR review the appropriateness of engaging in projects which are not of direct assistance to refugees/returnees, and that UNHCR should routinely set clear milestones against which to measure progress and assess when its mission was complete.

Investors, contractors and lenders will be encouraged to participate in projects in countries where they have the confidence that any disputes arising out of contracts forming part of the project will be resolved fairly and efficiently.
