The Board had requested that a report be submitted to it at each of its sessions on developments in that regard, as well as on other actions which might be taken by individual member organizations of the Fund to provide assistance to those former Fund participants.

Unfortunately, a decision had been taken in Moscow to propose not a comprehensive decision acceptable to all parties, but a financial arrangement that would cover the interests only of a certain number of former participants in the Fund who were currently citizens of the Russian Federation.
ومن المؤسف أن قرارا اتُخذ في موسكو لا باقتراح قرار شامل يكون مقبولا لجميع اﻷطراف، وإنما بوضع ترتيب مالي لا يشمل سوى مصالح عدد معين من المشتركين السابقين في الصندوق الذين هم حاليا من مواطني الاتحاد الروسي.

This gives former UNJSPF participants more time to elect the option.

It was also agreed that the list of the former Fund participants to be covered by the proposed agreement would be finalized in consultations involving the Fund secretariat, the Government of the Russian Federation and the Association of Former International Civil Servants in Moscow, and that the actuarial costs of implementing the proposed agreement would be provided to the Government of the Russian Federation.

She noted that under the new proposed agreement, to which the General Assembly had concurred in 1996, the Government of the Russian Federation would be responsible for the full cost of restoring the pension rights of the former Fund participants.

It also appealed to the Secretary-General and the Secretary/CEO of the Fund to continue to intensify their efforts to identify lasting, satisfactory and comprehensive solutions to the problems and concerns of the former Fund participants affected.
كما ناشدت اللجنة الأمين العام وكبير الموظفين التنفيذيين/الأمين مضاعفة جهودهما من أجل التوصل إلى حلول دائمة ومرضية وشاملة للمشاكل والنقاط التي تثير القلق لدى المشتركين السابقين في الصندوق الذين تعنيهم المسألة.

(b) It expressed deep concern and understanding on the humanitarian level for the former Fund participants covered by the Transfer Agreements who were now facing acute hardships and requested the Secretary to continue, " in the most effective manner possible, " his discussions with the Governments concerned;

232. The Vice Prime Minister stated that the former participants in the Fund had then begun to approach various State organs of the Russian Federation and the United Nations requesting the restoration of their pension rights in UNJSPF.
232 - وذكرت نائبة رئيس الوزراء أن المشتركين السابقين في الصندوق بدأوا عندئذ في الاتصال بمختلف الأجهزة الحكومية في الاتحاد الروسي وبالأمم المتحدة للمطالبة باسترداد حقوقهم المتعلقة بالمعاشات التقاعدية لدى الصندوق.

44. On the subject of the proposed agreement between the Government of the Russian Federation and the Pension Board on former participants in the Fund from the former Union of Soviet Socialist Republics, he said that the issue had been a matter of concern for the Government of his country ever since the General Assembly had concurred with the proposed agreement in 1996.
٤٤ - أردف يقول إنه فيما يتعلق بموضوع الاتفاق المقترح بين حكومة الاتحاد الروسي ومجلس الصندوق بشأن المشتركين السابقين في الصندوق من اتحاد الجمهوريات الاشتراكية السوفياتية السابق، فإن المسألة تشكﱢل شاغلا بالنسبة لحكومة بلاده حيث أن الجمعية العامة وافقت على الاتفاق المقترح في عام ١٩٩٦.

70. As for the pension rights of former participants in the Fund who were nationals of the Russian Federation, his Government considered that the draft agreement between it and the United Nations Joint Staff Pension Board could not be adopted owing to the economic situation in the country and the need to give priority to more vulnerable social groups.

396. FAFICS submitted a conference room paper on the situation of former participants in the Fund from the former Union of Soviet Socialist Republics, the Ukrainian Soviet Socialist Republic and the Byelorussian Soviet Socialist Republic.
396 - قدم اتحاد رابطات الموظفين المدنيين الدوليين السابقين ورقة اجتماع بشأن الحالة بالنسبة إلى المشتركين السابقين في الصندوق من اتحاد الجمهوريات الاشتراكية السوفياتية السابق وجمهورية أوكرانيا الاشتراكية السوفياتية السابقة وجمهورية بيلاروس الاشتراكية السوفياتية السابقة.

330. FAFICS submitted a note reflecting some slight improvement in the situation of former participants in the Fund from the former Union of Soviet Socialist Republics, the Ukrainian Soviet Socialist Republic and Byelorussian Soviet Socialist Republic.
330 - قدم اتحاد الموظفين المدنيين الدوليين السابقين مذكرة تلقي بعض الضوء على تحسن حالة المشتركين السابقين في الصندوق من اتحاد الجمهوريات الاشتراكية السوفياتية السابق وجمهورية أوكرانيا الاشتراكية السوفياتية السابقة وجمهورية بيلاروس الاشتراكية السوفياتية السابقة.

The Secretary had therefore suspended the processing of any further transfers under the three agreements effective 2 January 1992. Such transfers will not be resumed until the status of those Transfer Agreements, their applicability with respect to the successor States to the former USSR, and the situation of former UNJSPF participants under the various national social security schemes, have been clarified.
وعليه فقد أوقف اﻷمين، بدءا ﺑ ٢ كانون الثاني/يناير ١٩٩٢، أي عمليات نقل أخرى بمقتضى الاتفاقات الثلاثة، ولن تستأنف هذه العمليات ما لم يتضح مركز اتفاقات النقل هذه، ومدى انطباقها على الدول التي خلفت اتحاد الجمهوريات الاشتراكية السوفياتية السابق، وحالة المشتركين السابقين في الصندوق المشترك للمعاشات التقاعدية لموظفي اﻷمم المتحدة في إطار مختلف الخطط الوطنية للضمان الاجتماعي.

As a possible immediate measure to offer some assistance to former UNJSPF participants residing in what had been the USSR, the Secretary suggested that the Board might wish to consider amending the guidelines of the Emergency Fund to permit one-time ex gratia lump-sum payments, under strictly defined circumstances and with relatively low dollar amounts.
٢٤٦ - واقترح اﻷمين، كتدبير فوري ممكن لتقديم بعض المساعدة الى المشتركين السابقين في الصندوق المقيمين في ما كان سابقا اتحاد الجمهوريات الاشتراكية السوفياتية، أن ينظر المجلس في تعديل المبادئ التوجيهية لصندوق الطوارئ لاتاحة دفع مبالغ على سبيل الهبة لمرة واحدة، في ظل ظروف محددة بدقة وبمبالغ منخفضة نسبيا تدفع بالدولار.
