The Commission recalled that the additional hardship allowance had already been established for the purpose of maintaining the second household and could be applied in situations of prolonged evacuations, should they occur.

48. The unencumbered balance was offset in part by higher common staff costs than budgeted, mainly as a result of the additional hardship allowance for personnel serving in non-family duty stations.
48 - وقوبل هذا الرصيد الحر جزئيا بارتفاع التكاليف العامة للموظفين عما هو مدرج في الميزانية، ويرجع ذلك أساسا إلى بدل المشقة الإضافي للموظفين العاملين في مراكز العمل بدون اصطحاب الأسرة.

6. A new rule 3.15, additional hardship allowance for service in non-family duty stations, is introduced to reflect the decision of the General Assembly in its resolution 65/248 to introduce the allowance.
6 - وأُضيفت قاعدة جديدة رقمها 3-15 بعنوان " بدل المشقة الإضافي للخدمة في مراكز العمل التي لا يسمح فيها باصطحاب الأسر " ، على النحو الذي قررته الجمعية العامة في قرارها 65/248 ، من أجل تطبيق البدل.

It is not envisaged that the extended monthly security evacuation allowance was likely to be frequently applied; rather, the Chair of the Commission is expected to make timely decisions with respect to designating duty stations as non-family, which in turn triggers payment of the additional hardship allowance instead of the security evacuation allowance.
ولا يُرجح أن يُستخدم كثيرا البدل الشهري الممدّد عن الإجلاء الأمني، بل يُتوقع أن يتخذ رئيس اللجنة قرارات في الوقت المناسب لإعلان مقار العمل غير صالحة لاصطحاب الأسرة، مما يسمح بدفع بدل المشقة الإضافي محلّ بدل الإجلاء الأمني.

Three options were proposed for consideration by the Commission, namely, to maintain the current methodology for the extended monthly security evacuation allowance, to establish a global rate for that allowance, or to pay the extended allowance in the amount established for the additional hardship allowance.
واقتُرحت ثلاثة خيارات لتنظر فيها اللجنة، وهي المحافظة على المنهجية الحالية المتمثلة في البدل الشهري الممدّد عن الإجلاء الأمني، أو إنشاء معدل عالمي لذلك البدل، أو دفع البدل الممدد بالقيمة المحددة لبدل المشقة الإضافي.

264. The Commission concluded that, if it became necessary to apply an extended security evacuation allowance, it should be set at the same amount as that established for the additional hardship allowance in non-family duty stations.

66. The additional hardship allowance proposed to compensate staff working in peacekeeping operations for the costs of supporting dependants and to replace the special operations approach of the agencies, funds and programmes should be defined by ICSC.
66 - وأضاف أن على لجنة الخدمة المدنية الدولية أن تعرّف بدل المشقة الإضافي المقترح لتعويض الموظفين العاملين في عمليات حفظ السلام عن التكاليف التي يتكبدونها لإعالة أفراد أسرهم وللاستعاضة به عن نهج العمليات الخاصة للوكالات والصناديق والبرامج.
