12. The Committee notes with concern that the State party faces serious problems of corruption, which have a negative effect on the full exercise of the rights covered by the Covenant.

Article 8, paragraph 4, directs the Committee to bear in mind that a State party may adopt a range of possible policy measures for the implementation of Covenant rights.

4.11 The State party further claims that the communication is inadmissible for failure to substantiate violations of Covenant rights.
٤-١١ وتدعي الدولة الطرف كذلك أن البلاغ غير مقبول لعدم إقامته اﻷدلة على حدوث انتهاكات للحقوق المشمولة بالعهد.

The State party should ensure that judicial training take full account of the justiciability of Covenant rights and take measures to increase awareness of the possibility of invoking its provisions before the courts.
وينبغي أن تكفل الدولة الطرف مراعاة التدريب القضائي مراعاة تامة لدخول الحقوق المشمولة بالعهد في نطاق اختصاص المحاكم وأن تتخذ التدابير لزيادة الوعي بإمكانية التمسك بأحكامه أمام المحاكم.

Furthermore, the enjoyment of Covenant rights is not limited to citizens of States parties but must also be available to all individuals, who may find themselves in the territory or subject to the jurisdiction of the State party.
