18. The Commission decided to establish a list of the members of the Commission who have provided or are providing scientific and technical advice to coastal States.

16. Upon nominations from the regional groups, the Commission also appointed the following as members of the Standing Committee on provision of scientific and technical advice to coastal States: Lawrence Folajimi Awosika, Noel Newton St. Claver Francis, Mihai Silviu German, Philip Alexander Symonds and Kensaku Tamaki.

23. The Commission took note of the report of the Chairman of the Standing Committee on the provision of scientific and technical advice to coastal States and determined that advice provided by a member of the Commission did not commit the subcommission and the Commission when deliberating on the merits of a submission and should not be prejudicial to such deliberation.
23 - أحاطت اللجنة علما بتقرير رئيس اللجنة الدائمة المعنية بتقديم المشورة العلمية والتقنية إلى الدول الساحلية وقررت أن المشورة التي يقدمها عضو اللجنة لا تلزم اللجنة الفرعية أو اللجنة بشيء في مداولاتها بشأن موضوع الطلب ولا ينبغي أن تمس بمثل هذه المداولات.

5. In the light of the partial change in membership of the Commission, the Commission filled certain vacancies in the subcommissions and reconstituted its subsidiary bodies: the Standing Committee on provision of scientific and technical advice to coastal States, the Committee on Confidentiality, the Editorial Committee, and the Training Committee.
5 - وفي ضوء التغيير الجزئي الحاصل في عضوية اللجنة، ملأت اللجنة بعض الشواغر في اللجان الفرعية وأعادت تشكيل هيئاتها الفرعية وهي: اللجنة الدائمة المعنية بإسداء المشورة العلمية والتقنية إلى الدول الساحلية، واللجنة المعنية بالسرية، ولجنة التحرير، ولجنة التدريب.

102. In accordance with the provisions of article 3, paragraph 1 (b), of Annex II to the Convention, under which the Commission is mandated to provide scientific and technical advice to States in the process of preparing their submissions if so requested, the Commission has indicated its readiness to provide such advice if needed.
102- ووفقا لأحكام الفقرة 1(ب) من المادة 3 في المرفق الثاني للاتفاقية التي كلفت اللجنة بموجبها بإسداء المشورة العلمية والتقنية إلى الدول لدى إعدادها لملفات طلباتها عندما تطلب منها هذه الدول المشورة، أشارت اللجنة إلى استعدادها لتوفير هذه المشورة عند الحاجة.
