Such CSAs cover all source or special fissionable material in all peaceful nuclear activities within the territory, under the jurisdiction or carried out under the control anywhere of the State, for the exclusive purpose of verifying that such material is not diverted to nuclear weapons or other nuclear explosive devices.

42 - وأشارت الدول الأطراف إلى أهمية تطبيق الضمانات الشاملة للوكالة على جميع المواد المصدرية أو المواد الانشطارية الخاصة في جميع الأنشطة النووية السلمية التي تجري في الدول الأطراف وفقا لأحكام المادة الثالثة من المعاهدة.

This is reflected in paragraph 2 of document INFCIRC/153 on Treaty safeguards agreements, which provides for the right and obligation of IAEA to ensure that safeguards will be applied in accordance with the terms of the agreement on all source or special fissionable material in all peaceful nuclear activities.
ويرد ذلك في الفقرة ٢ من الوثيقة INFCIRC/153 المتعلقة باتفاقات ضمانات المعاهدة، التي تنص على حق الوكالة الدولية للطاقة الذرية وواجبها في التأكد من تطبيق الضمانات، وفقا ﻷحكام الاتفاق، على جميع المواد الانشطارية المصدرية أو الخاصة المستعملة في كافة أنواع اﻷنشطة النووية السلمية.

13. The Conference reiterates the call by previous Conferences of the States parties for the application of IAEA safeguards to all source or special fissionable material in all peaceful nuclear activities in the States parties in accordance with the provisions of article III of the Treaty.
13 - ويكرر المؤتمر الدعوة التي وجهتها المؤتمرات السابقة للدول الأطراف لتطبيق ضمانات الوكالة الدولية للطاقة الذرية على جميع المواد المصدرية أو المواد الانشطارية الخاصة المستخدمة في الأنشطة النووية السلمية في الدول الأطراف وفقا لأحكام المادة الثالثة من المعاهدة.

41. States parties recalled the importance of the application of IAEA comprehensive safeguards to all source or special fissionable material in all peaceful nuclear activities in the States parties in accordance with the provisions of article III of the Treaty.
41 - وأشارت الدول الأطراف إلى أهمية تطبيق الضمانات الشاملة للوكالة على جميع المواد المصدرية أو المواد الانشطارية الخاصة في جميع الأنشطة النووية السلمية التي تجري في الدول الأطراف وفقا لأحكام المادة الثالثة من المعاهدة.

36. The Conference re-endorses the call by previous Conferences of the States parties for the application of IAEA comprehensive safeguards to all source or special fissionable material in all peaceful nuclear activities in the States parties in accordance with the provisions of article III of the Treaty.
36 - ويكرر المؤتمر تأييده للدعوة التي وجهتها المؤتمرات السابقة للدول الأطراف لتطبيق الضمانات الشاملة للوكالة على جميع المواد المصدرية أو المواد الانشطارية الخاصة المستخدمة في الأنشطة النووية السلمية في الدول الأطراف وفقا لأحكام المادة الثالثة من المعاهدة.

1. The safeguards referred to in Article 11 shall in respect of each Party be applied by the International Atomic Energy Agency as set forth in an agreement negotiated and concluded with the International Atomic Energy Agency on all source or special fissionable material in all nuclear activities within the territory of the Party, under its jurisdiction or carried out under its control anywhere.
١ - تطبق الوكالة الدولية للطاقة الذرية الضمانات المشار اليها في المادة ٨ بالنسبة لكل طرف، على النحو المحدد في اتفاق يجري التفاوض عليه وابرامه مع الوكالة الدولية للطاقة الذرية، على جميع المواد المصدرية أو الانشطارية الخاصة في جميع اﻷنشطة النووية داخل اقليم الطرف، أو اﻷراضي التي تخضع لولايته أو التي تجري تحت اشرافه في أي مكان.

(a) For exports to a non-nuclear-weapon State not party to the Treaty, source or special fissionable material either directly transferred, or produced, processed, or used in the facility for which the transferred item is intended, shall not be diverted to nuclear weapons or other nuclear explosive devices;
)أ( بالنسبة للصادرات الى دولة غير حائزة لﻷسلحة النووية ليست طرفا في المعاهدة، يحظر تحويل المواد المصدرية أو المواد الانشطارية الخاصة، سواء كانت منقولة أو منتجة أو مجهزة أو مستخدمة، بصورة مباشرة، في المرفق المزمع نقل الصنف اليه، لصنع أسلحة نووية، أو أجهزة متفجرة نووية أخرى؛

(b) For exports to a non-nuclear-weapon State not party to the Treaty, such source or special fissionable material, as well as transferred equipment and non-nuclear material, shall be subject to safeguards under an agreement with IAEA;
)ب( بالنسبة للصادرات الى دولة غير حائزة لﻷسلحة النووية ليست طرفا في المعاهدة، تخضع هذه المواد المصدرية أو المواد الانشطارية الخاصة، وكذلك المعدات والمواد غير النووية المنقولة للضمانات في اطار اتفاق مع الوكالة الدولية للطاقة الذرية؛

(c) source or special fissionable material, and equipment and non-nuclear material shall not be re-exported to a non-nuclear-weapon State not party to the Treaty unless the recipient State accepts safeguards on the re-exported item.
)ج( لا يجوز إعادة تصدير المواد المصدرية أو المواد الانشطارية الخاصة، والمعدات والمواد غير النووية الى دولة غير حائزة لﻷسلحة النووية ليست طرفا في المعاهدة إلا إذا قبلت الدولة المتلقية تطبيق الضمانات على الصنف المعاد تصديره.

In other words, as described above, they will be exported only if (1) the transferred equipment or source or special fissionable material or (2) the material produced, processed or used in the facility for which the item is supplied is subject to Safeguards under an agreement with IAEA.
وبعبارة أخرى، وكما أوضح أعلاه، فإنها لن تصدر إلا )١( إذا كانت المعدات أو المواد المصدرية أو المواد الانشطارية الخاصة، )٢( أو كانت المواد المنتجة أو المجهزة أو المستخدمة في المرفق الذي تم توريد الصنف له خاضعة للضمانات بموجب اتفاق مع الوكالة الدولية للطاقة الذرية.
