Do anti-handling devices present a threat to civilians? If so, why? And what, if anything, can be done to minimise the threat to civilians from anti-handling devices?

6- يُحظر استخدام لغم ذي تخميد ذاتي مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن معها للنبيطة المضادة للمناولة أن تعمل بعد أن يكون اللغم قد أصبح من غير المستطاع أن يعمل.

Is it acceptable to define anti-handling device as defined in AP II, namely " a device intended to protect the mine and which is part of, linked to, attached to or placed under the mine and which activates when attempt is made to tamper with the mine " .

5- يُحظر استخدام لغم من غير الألغام المضادة للأفراد/لغم مضاد للمركبات ذاتي التخميد مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن بها للنبيطة المضادة للمناولة أن تعمل بعد أن تكون قدرة اللغم على العمل قد انتهت.

4. It is prohibited to use a self-deactivating MOTAPM/AVM equipped with an anti-handling device that is designed in such a manner that the anti-handling device is capable of functioning after the MOTAPM/AVM has ceased to be capable of functioning.
4- يُحظر استخدام لغم غير الألغام المضادة للأفراد/لغم مضاد للمركبات ذاتي التخميد مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن معها للنبيطة المضادة للمناولة أن تعمل بعد أن يكون اللغم قد أصبح من غير المستطاع أن يعمل.

4. It is prohibited to use a self-deactivating MOTAPM/AVM equipped with an anti-handling device that is designed in such a manner that the anti-handling device is capable of functioning after the MOTAPM/AVM has ceased to be capable of functioning.
4- يُحظر استخدام لغم من غير الألغام المضادة للأفراد/لغم مضاد للمركبات ذاتي التخميد مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن بها للنبيطة المضادة للمناولة أن تعمل بعد أن تكون قدرة اللغم على العمل قد انتهت.

(d) It is prohibited to use a self-deactivating MOTAPM equipped with an anti-handling device that is designed in such a manner that the anti-handling device is capable of functioning after the MOTAPM has ceased to be capable of functioning.
(د) يُحظر استعمال لغم غير الألغام المضادة للأفراد ذاتي التخميد مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن معها للنبيطة المضادة للمناولة أن تعمل بعد أن يكون اللغم قد أصبح من غير المستطاع أن يعمل.

Also, legally binding regulations on detectability as well as political recommendations ( " best practice " ) with respect to sensitive fuzes and anti-handling devices should be envisaged.
كما ينبغي توخي قواعد تنظيمية ملزمة قانوناً بشأن إمكانية الكشف ووضع توصيات سياسية ( " أفضل الممارسات " ) فيما يخص الصمامات الحساسة والنبائط المضادة للمناولة.

Under Article 3(6) of Amended Protocol II to the CCW Convention, it is prohibited to use a self-deactivating mine equipped with an anti-handling device that is designed in such a manner that the anti-handling device is capable of functioning after the mine has ceased to be capable of functioning.
10- وتنص المادة 3(6) من البروتوكول الثاني المعدل لاتفاقية الأسلحة اللاإنسانية على حظر استخدام لغم ذاتي التخميد مزود بنبيطة مضادة للمناولة يكون مصمماً بطريقة يمكن معها للنبيطة المضادة للمناولة أن تعمل بعد أن يكون اللغم قد أصبح من غير المستطاع أن يعمل.

The Third Review Conference of the Convention on Conventional Weapons would provide an opportunity to strengthen Amended Protocol II, in particular with regard to the need to fit detectability devices to all mines, to work towards a ban on all anti-handling devices and to ensure that any such devices fitted would not outlive the active life of the mines themselves.

The Co-Chairs of the Standing Committee of Experts on the General Status and Operation of the Convention on the Prohibition of Anti-personnel Mines reported to the Second Meeting of States Parties (11-15 September 2000) that The Committee [in January and May 2000] discussed matters pertaining to Article 2, particularly matters related to anti-handling devices and the sensitivity of anti-vehicle mines' fusing devices.

For the purposes of detection and clearance of MOTAPM, maps, diagrams or other records shall contain complete information on the type, number, emplacing method, type of fuse and life time, date and time of laying, anti-handling devices (if any) and any other relevant information on all of these weapons laid.
`3` لأغراض كشف الألغام غير الألغام المضادة للأفراد وكسحها، يجب أن تتضمن الخرائط أو الرسوم التوضيحية أو السجلات الأخرى معلومات كاملة عن النبائط المضادة للمناولة (إن وجدت) وعددها وطريقة زرعها ونوع الفتيل المستخدم فيها ومدة مفعولها وتاريخ ووقت نصبها، وغير ذلك من المعلومات المتصلة بجميع هذه الأسلحة المنصوبة.
