The present report sets forth amendments to the Instrument for the Establishment of the Restructured Global Environment Facility and outlines the implications for UNDP of two new focal areas.

Recalling further its decision 24/13 of 9 February 2007 on an amendment to the Instrument for the Establishment of the Restructured Global Environment Facility relating to the location of meetings of the Council of the Global Environment Facility,

Recalling decision SS.IV/1 of 18 June 1994 on the adoption of the Instrument for the Establishment of the Restructured Global Environment Facility (hereinafter " the Instrument " ),
إذ تشير إلى مقررها د.إ-4/1 المؤرخ 18 حزيران/يونيه 1994 بشأن اعتماد صك إنشاء مرفق البيئة العالمية المعاد هيكلته (ويشار اليه هنا فيما يلي بـ ' ' الصك``)،

Upon the recommendation of the Council of the Global Environment Facility (GEF) at its forty-sixth meeting, the Fifth GEF Assembly, in May 2014, approved amendments to the Instrument for the Establishment of the Restructured Global Environment Facility such that:

Recalling also its decision 22/19 of 7 February 2003 on amendments to the Instrument for the Establishment of the Restructured Global Environment Facility, which included land degradation, primarily desertification and deforestation, and persistent organic pollutants as new focal areas of the Global Environment Facility,
وإذ يشير أيضاً إلى مقرره 22/19 المؤرخ 7 شباط/فبراير 2003 بشأن إدخال تعديلات على صك إنشاء مرفق البيئة العالمية المعاد هيكلته التي اشتملت على تدهور الأراضي، والتصحر وإزالة الغابات في المقام الأول، والملوثات العضوية الثابتة كمحاور تركيز جديدة لمرفق البيئة العالمية،

Decides to adopt the amendment to the Instrument for the Establishment of the Restructured Global Environment Facility by which the Global Environment Facility will be made available to serve as a financial mechanism for the United Nations Convention to Combat Desertification in Those Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa;
1 - يقرر اعتماد التعديل على صك إنشاء مرفق البيئة العالمية المعاد هيكلته الذي يقضي بأن كون مرفق البيئة العالمية جاهزاً للعمل كآلية مالية لاتفاقية الأمم المتحدة لمكافحة التصحر في البلدان التي تعاني من الجفاف الشديد و/أو التصحر، ولا سيما في أفريقيا؛

According to the Instrument for the Establishment of the Restructured Global Environment Facility (the GEF Instrument), the primary objective of GEF is to provide new and additional grant and concession funding to meet incremental costs of measures necessary to achieve agreed global environmental benefits.
ووفقاً إلى صك إنشاء مرفق البيئة العالمية المعاد هيكلته (صك مرفق البيئة العالمية)، فإن الهدف الأولي للمرفق هو توفير منح وتسهيلات تمويلية جديدة وإضافية للوفاء بالتكاليف الإضافية للتدابير الضرورية لإنجاز الفوائد البيئية العالمية المتفق عليها.

At the Committee's 2nd meeting, on the morning of 24 June, the chair introduced the draft resolution on amendments to the Instrument for the Establishment of the Restructured Global Environment Facility set out in the compilation of draft resolutions submitted by the Committee of Permanent Representatives (UNEP/UNEA.1/L.1, draft resolution 11), recalling that the GEF Assembly had adopted a number of amendments to the GEF Instrument in May 2014.
