The Committee recommends that the General Inspection of Security Forces promptly, impartially and effectively investigate all allegations of torture and ill-treatment by law enforcement officials and prison staff, prosecute the perpetrators of such acts and provide redress, including compensation to the victims.

(a) Consider establishing a specifically dedicated, independent and effective complaints body and ensure prompt, impartial and full investigations into all allegations of torture and ill-treatment committed by public officials, and to prosecute and punish those responsible with penalties taking into account the grave nature of offences;
(أ) النظر في إنشاء هيئة خاصة ومستقلة وفعالة لتلقي الشكاوى وضمان إجراء التحقيقات السريعة والنزيهة والكاملة في كل الادعاءات بالتعذيب وسوء المعاملة التي ارتكبها مسؤولون حكوميون ومحاكمة الجناة وإنزال العقوبات بهم مع الأخذ في الاعتبار جسامة الجرائم؛

(b) Provide detailed statistics, with breakdowns by age, sex and geographical location, on all complaints of acts of torture or illtreatment committed by law enforcement officers against members of indigenous peoples, as well as on the corresponding investigations, trials and convictions;

(26) While welcoming the data provided in a number of areas relevant to the Convention, the Committee regrets the absence of comprehensive and disaggregated data on complaints, investigations, prosecutions, convictions and sentences in cases of torture and ill-treatment perpetrated by law enforcement and prison personnel (arts. 2, 4, 12, 13, 14 and 16).

35. The Committee appreciates the State party's efforts to provide it with detailed information, data and statistics, but regrets that it did not provide comprehensive and disaggregated data on investigations into allegations of torture and ill-treatment by law enforcement, security, military and prison personnel, nor on prosecutions as a result of operations conducted by law enforcement and prison personnel overseas.

In particular, the Committee is concerned about the discrepancy between the number of complaints of torture and ill-treatment in places of deprivation of liberty, especially those described as justified and partially justified, and the absence of prosecution in this connection for torture or ill-treatment committed by police officers and prison staff (arts. 12 and 13).
