To sum up, I should like to put forward some concrete proposals which, I am deeply convinced, will strengthen the viability of the Treaty on Conventional Armed Forces in Europe and meet the legitimate security interests of all States Parties to it:

Key elements of the Istanbul Summit are the Charter for European Security, the Platform for Cooperative Security, the Agreement on Adaptation of the Treaty on Conventional Armed Forces in Europe, and the OSCE Vienna Document 2000 on negotiations on confidence- and security-building measures.
