14. Calls upon Member States to take measures to ensure that importers, processing industries and consumers of Congolese mineral products under their jurisdiction exercise due diligence on their suppliers and on the origin of the minerals they purchase;
14 - يدعو الدول الأعضاء إلى اتخاذ تدابير لكفالة قيام الجهات الخاضعة لولايتها من مستوردي المنتجات المعدنية الكونغولية والقطاعات الصناعية العاملة في ميدان تجهيزها ومستهلكيها ببذل العناية الواجبة تجاه مورديهم ومنشأ المعادن التي يشترونها؛

134. In the meantime, the Group recommends that exporters and consumers of Congolese mineral products should step up their due diligence efforts by publicly disclosing evidence that would demonstrate that they are not knowingly purchasing tainted minerals from the Democratic Republic of the Congo.
134 - وفي هذه الأثناء، يوصي الفريق بأن يضاعف مصدرو ومستهلكو المنتجات المعدنية الكونغولية من مجهوداتهم من أجل توخي الحيطة والحذر وذلك بالكشف علنا عن الدليل الذي يثبت أنهم لا يشترون عن علم المعادن المشبوهة من جمهورية الكونغو الديمقراطية.

The Group also recommended that the Committee urge Member States to take appropriate measures to ensure that exporters and consumers of Congolese mineral products under their jurisdiction conduct due diligence on their suppliers and not accept verbal assurances from buyers regarding the origin of their product.
وأوصى الفريق اللجنة أيضا بحثّ الدول الأعضاء على اتخاذ التدابير المناسبة لكفالة قيام مصدّري المنتجات المعدنية الكونغولية ومستهلكيها الخاضعين لولايتها بتوخي الحذر الواجب إزاء من يتعاملون معهم من الموردين وعدم قبول تأكيدات شفوية من المشترين بشأن منشأ منتجاتهم.

77. The Group has noted the ongoing efforts by the Government of the Democratic Republic of the Congo, MONUC and non-governmental organizations to identify and map which Congolese mineral deposits are controlled by which armed groups.
77 - وأشار الفريق إلى الجهود الجارية التي تبذلها حكومة جمهورية الكونغو الديمقراطية والبعثة والمنظمات غير الحكومية لتحديد الرواسب المعدنية الكونغولية الخاضعة لسيطرة الجماعات المسلحة ولتحديد مواقعها.

The Group will also explore ways with importers, processors and consumers of Congolese mineral products how they might design strategies to minimize the risk that their activities are indirectly benefiting sanctioned individuals and entities.

16. In paragraph 14 of resolution 1896 (2009), the Security Council called upon Member States to take measures to ensure that importers, processing industries and consumers of Congolese mineral products under their jurisdiction exercised due diligence on their suppliers and on the origin of the minerals they purchased.

27. By reaffirming paragraphs 6 to 13 of resolution 1952 (2010), the Security Council continued to support the taking forward of the recommendations of the Group of Experts on guidelines for due diligence for importers, processing industries and consumers of Congolese mineral products.

In March of this year, the Minister for Africa, Mr. Henry Bellingham MP, hosted an event designed to raise awareness among British businesses potentially trading in Congolese mineral products of the new due diligence guidelines.

69. The Group endorses the proposal of the OECD-hosted working group that due diligence requires that importers, processing industries and consumers of Congolese mineral products:
69 - ويؤيد الفريق مقترح الفريق العامل لمنظمة التعاون والتنمية في الميدان الاقتصادي القاضي بأن يتطلب الحرص الواجب قيام مستوردي المنتجات المعدنية الكونغولية والقطاعات الصناعية العاملة في ميدان تجهيزها ومستهلكيها بما يلي:

96. The Group has conducted discussions with several Member States about what they consider the consequences should be for importers, processors and consumers of Congolese mineral products that are found not to have conducted sufficient due diligence, and/or are found to be indirectly supporting armed groups through their activities.
96 - وما برح الفريق يجري مناقشات مع العديد من الدول الأعضاء حول ما تعتبره عواقب ينبغي أن يتحملها مستوردو المنتجات المعدنية الكونغولية ومجهزوها ومستهلكوها في حال تبيَّن أنهم لم يبدوا ما يكفي من الحرص الواجب و/أو أنهم يدعمون الجماعات المسلحة بشكل غير مباشر من خلال أنشطتهم.

15. Encourages Member States to take measures, as they deem appropriate, to ensure that importers, processing industries and consumers of Congolese mineral products under their jurisdiction exercise due diligence on their suppliers and on the origin of the minerals they purchase;
15 - يشجع الدول الأعضاء على أن تتخذ التدابير التي تراها مناسبة لكفالة قيام مستوردي المنتجات المعدنية الكونغولية والصناعات المتعلقة بتجهيزها ومستهلكيها المشمولين بولايتها بتوخي الحرص اللازم في اختيار موردي تلك المنتجات ومصدر المعادن التي يشترونها؛

In this way, importers, processing industries and consumers of the country's mineral products will be informed about what illegal taxes are being paid and to which armed groups.
وبهذه الطريقة يصبح مستوردو المنتجات المعدنية الكونغولية والقطاعات الصناعية العاملة في ميدان تجهيزها ومستهلكوها مطّلعين على نوعية الخوّات المدفوعة إلى الجماعات المسلحة وعلى بينة من الجماعات التي تقاضت هذه الضرائب.

The Group is considering appropriate reporting requirements for importers, processors and consumers of Congolese minerals and will convey its recommendations to the Committee in its final report.
ويعكف الفريق حاليا على النظر في وضع متطلبات الإخطار المناسبة لمستوردي المنتجات المعدنية الكونغولية ومجهزيها ومستهلكيها تمهيدا لتقديم توصياته إلى اللجنة في تقريره النهائي.
