There are a number of constraints affecting the transfer of environmentally sound technologies, which include limited financial resources, institutional and policy constraints, human resources problems, limited access to information on environmentally sound technologies and knowledge for sustainable forest management.

21. The information on environmentally sound technologies and knowledge for sustainable forest management is very extensive.

In this regard, the Commission recognizes that technology partnership arrangements at the enterprise level are a promising mechanism to facilitate access to information on environmentally sound technologies and to support the development, transfer, use and dissemination of these technologies and related know-how.

Developing countries in all regions feel, however, that access to information on environmentally sound technologies (especially on sources and assessments) needs to be strengthened.

(b) Based on the above studies, consideration could be given to the establishment of an international network of clearing-houses for information on and referral to information on environmentally sound technologies and the conditions of their availability and transfer;

57. For developing countries, access to information on environmentally sound technologies and knowledge for sustainable forest management needs to be improved through strengthened integrated information management systems, including the development of a clearing-house mechanism on environmentally sound technologies for sustainable forest management.
57 - بالنسبة للبلدان النامية، ينبغي زيادة إمكانية وصولها إلى المعلومات المتعلقة بالتكنولوجيات السليمة بيئيا من أجل الإدارة المستدامة للغابات من خلال تعزيز نظم متكاملة لإدارة المعلومات، بما في ذلك إيجاد آلية لتبادل المعلومات عن التكنولوجيات السليمة بيئيا من أجل الإدارة المستدامة للغابات.

5. There is, in general, no lack of information on ESTs or of systems and sources that provide such information.

2. Role of intermediaries 23. The function of intermediaries in the exchange of information on ESTs was repeatedly cited as being crucial to successful technology transfer and cooperation, in particular between companies of developed and developing countries.
