The Committee takes note of the submission by PANI, and other institutions belonging to the National Council on Children and Adolescents of periodic reports to the Office of the Ombudsman (Defensoría de los habitantes). It is however concerned at the need for strengthened coordination among the various entities dealing with issues relating to children at the national and local levels.

It further recommends that the State party ensure uniform and efficient protection and promotion of child rights in all regions, which includes assistance to and coordination of existing regional Children's Ombudspersons by the National Ombudsperson for Children and Adolescents.

26. The Committee notes that the National Secretariat for Children and Adolescents and the National Council for Children and Adolescents have initiated an integral review of Act No. 1136/97 on adoption.

The Committee recognises the efforts undertaken by the Council of Ministers for Children and Adolescents under the authority of the Ministry of Planning, however is concerned that institutional arrangements are still lacking in order to guarantee effective and consistent coordination at the national level.

11. The Committee is concerned that the earlier Council for Children and Adolescents has been replaced by the National Secretariat for Children, Adolescents and the Family (SENNIAF), whose mandate and authority to coordinate all entities of the State party devoted to children's rights is unclear.

(a) Act No. 26061 of 2005, which creates a system for the comprehensive protection of children and adolescents and establishes the National Secretariat for Children, Adolescents and the Family (SENAF), the Federal Council for Children, Adolescents and the Family and the Ombudsperson for Children and Adolescents (2005);

685. The Committee notes with appreciation the efforts made by the State party to train personnel working with the various institutions belonging to the National Council on Children and Adolescents on the provisions of the Convention, as well as law enforcement personnel and academics.

(a) Provide the National Council on Children and Adolescents and its chair, the National Child Welfare Agency (PANI), with the technical and financial resources required to ensure coordination and monitoring of the National Policy on Children and Adolescents (PNNA) and to adopt related policies, coordination mechanisms and programmes;
