On 21 December, the Council unanimously adopted resolution 1732 (2006), by which it welcomed the report of the Informal Working Group of the Security Council on General Issues of Sanctions (S/2006/997) and decided that the Working Group had fulfilled its mandate to develop general recommendations on how to improve the effectiveness of United Nations sanctions.

2. As noted in the previous report of the Secretary-General (A/62/206 and Corr.1), the Chairman of the Security Council's Informal Working Group on General Issues of Sanctions transmitted the Working Group's report to the Security Council (see S/2006/997, annex).

In resolution 1732 (2006) the Council welcomed the report of the Informal Working Group on General Issues of Sanctions, containing recommendations and best practices on how to improve sanctions, and requested its subsidiary bodies to take note of it.

As noted in the previous report of the Secretary-General (A/61/304), the Council agreed, in a note by the President of the Council (S/2005/841), to extend the mandate of its Informal Working Group on General Issues of Sanctions until 31 December 2006 with the task of developing general recommendations on how to improve the effectiveness of United Nations sanctions.

The Group is committed to ensuring the accuracy of its assertions, and to adhering to the evidentiary standards recommended by the Informal Working Group of the Security Council on General Issues of Sanctions in its report of 2006 (S/2006/997) by relying on verified, authentic documents and, wherever possible, first-hand, on-site observations by the experts themselves, including photographs.

In a report transmitted to the President of the Security Council dated 19 December 2005 (see S/2005/842, annex), the Informal Working Group on General Issues of Sanctions observed that, unlike comprehensive sanctions, targeted sanctions tended to have minimal negative effects on civilian populations and third States.
