In accordance with the recommendations of the Ad Hoc Working Group on Comparative Experiences with Privatization, privatization in contestable industries should be supplemented with measures to ensure that public monopolies are not merely transformed into private monopolies, which would reduce the efficiency-increasing potential of privatization.
