His delegation believed that, despite the merit of the proposals contained in the informal working paper submitted by the Russian Federation on basic principles and criteria for United Nations peacekeeping missions (A/52/33, para. 58), the Special Committee on Peacekeeping Operations had the mandate to deal with all peacekeeping matters.

He endorsed the Committee's recommendation to continue to consider, on a priority basis, the revised working paper submitted by the Russian Federation on the subject of sanctions (A/63/33, annex) which contained elements vital to ensuring that sanctions imposed under Chapter VII of the Charter did not turn into the collective punishment of innocent people.

14. With regard to the working paper submitted by the Russian Federation on the legal basis for United Nations peacekeeping operations in the context of Chapter VI of the Charter, the Committee should contribute its views on legal matters only as a last resort and after Member States had reached consensus on the political and operational issues involved.

62 - ورحّب كذلك بورقة العمل المنقحة المقدمة من الاتحاد الروسي بشأن " الشروط الأساسية والمعايير الموحدة للعمل بالجزاءات وغيرها من التدابير القسرية وتنفيذها " بوصفه مساهمة إيجابية. كما أحاط علماً بورقة العمل المنقحة المقدمة من الجماهيرية العربية الليبية بشأن تعزيز بعض المبادئ المتعلقة بأثر الجزاءات وتطبيقها.

38. Mr. Nungka (Malaysia), commenting on the working paper submitted by the Russian Federation on basic conditions and criteria for the introduction of sanctions and other coercive measures and their implementation, said that sanctions were an extreme measure of last resort, to be applied after alternative measures under Article 40 of the Charter had been exhausted, and after the Security Council had carefully defined their scope and time-frame.
