The Committee further notes the explanations given by the State party as to how the Complaints Commission functions in closed centres, but remains concerned that foreigners often have difficulties in filing complaints and that no decision on the merits is adopted when the complainant has been expelled (arts. 12, 13 and 16).

While taking note of the information provided by the State party about the supervision of expulsions by the Inspectorate-General of the Federal and Local Police (AIG), the Committee remains concerned that this body may lack the human and financial resources it would need to carry out its mandate. It is also concerned by reports that the staff involved in expulsions are actually police officers on secondment.

13. The Committee notes the information provided by the State party to the effect that, since the legislative process aimed at fully implementing the Convention in domestic law is only at the preliminary drafting stage, NGOs and other members of civil society can in its view only be consulted once the draft is sent to the parliament.
13- تحيط اللجنة علما بالمعلومات المقدّمة من الدولة الطرف التي مفادها أن هذه الأخيرة تعتبر أنه بالنظر إلى أن العملية التشريعية الرامية إلى تنفيذ الاتفاقية تنفيذاً كاملاً لم تتجاوز بعد مرحلة إعداد المشروع، فإن المنظمات غير الحكومية وسائر الجهات الفاعِلة في المجتمع المدني سوف تستشار ولكن ليس قبل إحالة مشروع القانون إلى البرلمان.

The Committee notes information provided by the State party about various activities aimed at realizing children's rights to rest and leisure and to engage in play and recreational activities, but it is concerned about the lack of adequate play spaces and facilities in many communities, that they are not properly regulated and about the increasing phenomenon of children having to pay for leisure activities.
